The Proposal Manager is responsible for the commercial and technical management of the proposals to our customers. The Proposal Manager will work with the Proposal Estimator to ensure that the proposal is developed within the Customers Request for Proposal (RFP). The Proposal Manager is responsible for ensuring that all guidelines and specifications received in the RFP are accounted for in Beta’s proposal. The Proposal Manager is responsible for ensuring that all proposals are consistent with our company’s strategy, commitments, and goals; as well as those of the Customer. The Proposal Manager oversees all aspects of proposals including proposal budget, commercial and technical offer, schedule, customer, and subcontractor relations, and maintaining execution/sales team communications and relationships.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Provides mentoring for Proposal Estimators, focusing on growth, development, and knowledge transfer.
• Reads and understands all project documents to obtain a clear understanding of the project scope of work.
• Checks all preliminary drawings required for the proposal, such as oneline’s, general arrangements, grounding plans, conduit plans, and building layouts.
• Checks all RFQ’s for vendors and contractors for material and labor as required per the proposal scope of work and specifications.
• Checks the Proest report and compares it to RFQ documents to ensure all costs have been accounted for.
• Checks the preliminary project schedule.
• Defines proposal objectives and plans their completion; then as needed implements proposal changes and interventions to achieve proposal outputs.
• Identifies and engages execution team’s resources needed to effectively submit a compliant and competitive proposal.
• Identifies and engages sales representative network, outside engineering, consultants, or subcontractors to understand specifics to the Customer’s RFP.
• Ensures the RFP and proposal are technically and commercially complete.
• Coordinates with Crest legal team for reviewing T&Cs and resolves all business decisions with the assistance Beta leadership.
• Develops offer clarifications and deviations to limit Beta’s risk during project execution.
• Performs final check or all proposal documents prior to submission to ensure compliance with the Customer’s RFP.
• Reports as required to the status and progress of the proposal.
• Accountable for internal and external teams to keep proposal, and related activities, on schedule.
• Manages multiple proposals across a variety of customers.
• Develops follow up responses and/or proposal revisions based on Customer feedback.
• Recognizes and recommends methods to increase productivity and quality.
• Recognizes and recommends methods to improve every customer’s experience.
ADDITIONAL DUTIES:
• Identifies and develops relationships with subcontractors that align with Beta Principles for competitively bidding projects.
• Must be able to work with confidential information and ensure the security of this information.
• Hosts, attends, and participates in proposal meetings, pre-bid meetings, and conferences calls.
• Schedules follow up calls and meetings with Customer after proposal submitted.
• Assigns tasks to Estimators, Proposal Assistants, Proposal Specialists, and Execution Team resources as required.
• The Proposal Manager is responsible for carrying out additional responsibilities as requested by leadership.

• Must have clean driving record as use of company vehicles is a requirement of position.
• Desire to participate in continuing education and training.
• Knowledge of and ability to setup teleconference calls and webinars for hosting meetings.
EDUCATION AND EXPERIENCE:
• Bachelor’s Degree from an accredited vocational or academic institution in the field of Construction Management, Engineering or Technology; or a related field plus 3-5 years of high voltage substation or transmission line design is required.
• Five years of successful high voltage substation or transmission line design experience may be considered in lieu of a formal degree.
• Project Management Certification (PMP/CAPM) is preferred.
• Strong familiarity with proposal management practices, methods and techniques is required.
• Knowledge of Microsoft Outlook, Excel, Microsoft Word and Adobe Acrobat is required.
• Knowledge of high voltage substations and transmission lines is required.
• Knowledge of scheduling software such as Microsoft Project, Primavera 6 or equivalent is preferred.
WORKING CONDITIONS:
• Will work in an office environment with minimal exposure to dust, noise, and other environmental hazards.
• Exposed to office equipment with moving parts and cutting blades which require caution in their use.
• Overnight travel is required to an active pre-bid and proposed bid sites. Ability to perform duties safely and to adhere to each job site’s safety requirements; while working on an active job site, outdoors, is a requirement.
• Must be able to lift up to 50 lbs. on occasion.
• Use of company vehicle.
