CampusWorks is seeking an experienced HR leader to support Howard Community College, our valued client, in managing key HR functions. In this role, you’ll take a hands-on approach to talent acquisition, employee relations, compensation and benefits, training, and compliance. At the same time, you’ll serve as a trusted advisor to senior leadership, bringing expertise and innovative thinking to align HR strategies with the college’s institutional goals. The Assistant Vice President of Human Resources will play a pivotal leadership role at our client institution, fostering a dynamic workplace. This position is responsible for overseeing critical HR functions, including talent acquisition, employee relations, compensation and benefits, training and development, and compliance. The Assistant Vice President will elevate HR operations, balance strategic vision with hands-on support, and build trust through competence in transactional work.

Responsibilities
Strategic Leadership
Partner with the Vice President, Human Resources, to develop and implement HR strategies that align with the college’s mission and goals.
Drive initiatives to enhance organizational culture, employee engagement, and workplace inclusivity.
Serve as a strategic advisor to senior leadership on HR policies, best practices, and regulatory compliance.
Elevate HR operations by balancing strategic vision with hands-on support, demonstrating competence in transactional work to build trust and credibility.
Talent Management
Oversee the recruitment, hiring, and onboarding processes to attract and retain top talent.
Lead efforts to develop an employer brand that showcases the college as a destination workplace.
Implement professional development programs to support employee growth and succession planning.
HR Operations & Compliance
Ensure compliance with federal, state, and local employment laws and regulations.
Oversee the administration of compensation, benefits, and performance management systems.
Develop, implement, and monitor HR policies and procedures.
Employee Relations
Foster a positive and collaborative employee relations environment.
Serve as a mediator for employee concerns, ensuring fair and timely resolution of conflicts.
Performance Metrics & Reporting
Establish and track key performance indicators (KPIs) to measure the effectiveness of HR programs.
Prepare and present reports on workforce trends, engagement, and retention metrics to leadership.
Qualifications & Requirements
Education
Bachelor’s degree in Human Resources, Business Administration, Organizational Development, or a related field. Master’s degree preferred.
Experience
Minimum of 10 years of progressive HR leadership experience, preferably in higher education or the public sector.
Demonstrated experience in employer branding and talent management.
Proven expertise in managing complex HR operations in a unionized environment is preferred.
Skills & Competencies
Strong knowledge of employment laws and regulations.
Exceptional interpersonal and communication skills, with the ability to build relationships at all levels.
Strategic thinker with the ability to develop and implement innovative HR solutions.
Proficiency with HRIS systems and data analytics tools.
