The Role:

The Vice President/Director, Government Affairs & Public Policy is a senior individual contributor responsible for leading the company’s engagement with U.S. policymakers and regulators, and, as needed, state and international policymakers and regulators, on issues affecting the Company and Bitcoin and digital assets. This role will develop and execute the company’s government affairs and public policy strategy and will be leveled depending on prior experience.

Reporting to the EVP, General Counsel and based in Tysons Corner, VA, the VP/Director will build and manage relationships with key regulators (such as the SEC, CFTC, Treasury, and IRS), members of Congress and their staff, and other key stakeholders. The VP/Director will manage external lobbyists, lobbying firms, and consultants.

Location: This position requires the employee to work four days a week in the Tysons Corner, VA office.   

Key Responsibilities

  • Build and oversee the Company’s government affairs and public policy strategy in conjunction with the executive, legal, and finance teams, and Board of Directors as applicable. Develop and refine the company’s public policy positions on digital assets, capital markets, tax, and related financial/regulatory topics.

  • Develop, and maintain strong relationships with SEC and CFTC commissioners, senior staff, and advisors; Department of the Treasury and IRS officials and staff; and other relevant federal, state, and international regulators.

  • Monitor, analyze, and help shape regulatory initiatives, rulemakings, and guidance impacting digital assets, capital markets, tax, and financial services.

  • Build and maintain relationships with key Senators, Representatives, and congressional staff; and local, state, and international officials and legislators.

  • Serve as the Company’s primary point of contact for relevant committees, including the Senate Finance Committee; Senate Banking, Housing, and Urban Affairs Committee; Senate Agriculture, Nutrition, and Forestry Committee; House Financial Services Committee; and House Agriculture Committee.

  • Track and analyze proposed legislation and hearings impacting digital assets, capital markets, tax, and financial services; provide concise briefings and recommendations to internal stakeholders.

  • Propose, draft, and advocate for legislation, regulatory guidance, and policy frameworks that support the Company’s objectives.

  • Prepare policy briefs, talking points, testimony, and related materials for internal leadership and external stakeholders.

  • Engage with trade associations, industry coalitions, and think tanks to advance aligned policy goals.

  • Identify, engage, and manage external lobbyists, lobbying firms, and policy consultants; oversee scope, performance, and budgets.

Qualifications

  • Bachelor’s degree in public policy, political science, law, economics, business, or a related field.

  • 12+ years (VP) / 7-12 years (Director) of experience in government affairs, public policy, regulatory affairs, or a closely related function, preferably within financial services, capital markets, fintech, or digital assets.

  • Demonstrated experience working with or within federal agencies and/or Congress (e.g., SEC, CFTC, Treasury, IRS, or relevant committees).

  • Proven ability to build and sustain relationships with policymakers, regulators, and congressional staff.

  • Strong understanding of U.S. legislative and regulatory processes, particularly in securities, commodities, tax, and financial regulation.

  • Experience drafting, analyzing, and advocating for legislation, regulatory proposals, or formal policy positions.

  • Demonstrated ability to operate effectively in a nonpartisan manner and to work constructively with both sides of the aisle.‑partisan manner and to work constructively with both sides of the aisle.

  • Excellent written and verbal communication skills, with the ability to clearly present complex issues to both technical and non‑technical audiences.

Preferred Qualifications

  • In-house government affairs experience strongly preferred (Director) or required (VP)

  • Registered lobbyist status or prior experience serving as a registered lobbyist, or willingness and ability to register as required.

  • JD or advanced degree in law, public policy, or a related discipline.

  • Direct experience with digital assets, cryptocurrencies, blockchain, or related market structure and regulation.

  • Experience with state and/or international financial regulation and policy.
