Test Systems Program Manager / Integrated Program Manager (IPM) – Secret Clearance Required

Location: Tucson, AZ (On-site)
Job Type: Contract or Contract-to-Hire (W-2)
Clearance: Active Secret (transferable, not interim)
Pay: $125,000 - $150,000 with full Government benefits

Overview

Seeking a Test Systems Program Manager / Integrated Program Manager (IPM) to lead multi-disciplinary test systems programs from inception through completion. This role oversees cross-functional teams and drives execution across technical, manufacturing, and administrative areas within program guidelines.

The selected candidate will manage test systems development efforts while ensuring alignment with cost, schedule, technical performance, and Earned Value Management (EVM) objectives.

Key Responsibilities

  • Direct all phases of programs from inception through completion
  • Act as Integrated Program Manager (IPM) overseeing multi-disciplinary sub-IPMs
  • Manage cross-functional test teams including:
    • Project Management
    • Electrical Engineering
    • Software Engineering
    • Mechanical Engineering
  • Oversee and coordinate administrative and operational aspects of ongoing projects
  • Partner with program leadership, finance, planning, and sub-IPMs to execute Earned Value Management (EVM)
  • Analyze program data and develop solutions to optimize performance and increase efficiency
  • Facilitate project execution across functional organizations to ensure alignment with program objectives
  • Coordinate preparation of:
    • Proposals
    • Business plans
    • Statements of Work (SOW)
    • Operating budgets
    • Financial terms and conditions
  • Communicate Test Systems performance results to executive leadership, functional leadership, program leadership, and customers

Required Qualifications

  • Bachelor’s degree in Science, Technology, Engineering, or Mathematics (STEM)
    • OR advanced degree with reduced years of experience
  • Minimum 10 years of relevant experience
    • OR advanced degree with 7 years of relevant experience
  • Experience with:
    • Earned Value Management Systems (EVMS)
    • Program Management
  • Experience supporting Test Systems Engineering or equivalent engineering programs involving:
    • Hardware development
    • Test software development
    • Integration
    • Verification & validation
    • Maintenance in production/manufacturing environments
  • Demonstrated IPM or Program Management experience collaborating with:
    • Program offices
    • Cross-functional teams
    • Internal and external customers
  • Experience using program management tools including:
    • EVMS
    • Integrated Master Plan (IMP)
    • Integrated Master Schedule (IMS)
    • Risk and Opportunity Management processes
  • Experience managing:
    • Budgets
    • Schedules
    • Estimate at Complete (EAC) processes
    • Financial performance reporting
  • Active and transferable U.S. government issued Secret security clearance required
  • U.S. citizenship required

Desired Qualifications

  • Experience managing multi-disciplinary teams of sub-IPMs and engineers
  • EVMS certification, Program Management certification, or equivalent Level 5 PM certification
  • Strong communication and executive-level presentation skills
  • Experience executing large, complex programs
  • Understanding of full lifecycle program execution including:
    • Research & Development
    • Engineering development
    • Transition to production
    • Production & sustainment
  • Experience with proposal capture and contract lifecycle processes including:
    • RFP response
    • Basis of Estimate (BOE) development
    • Proposal submittal
    • Contract startup and close-out
  • Experience with Automation Test Equipment / Unit Under Test (ATE/UUT)
  • Understanding of Agile methodologies
