Telecoms Manager – Mobile and Spectrum

Reporting to the Director, Telecoms Engineering, the Manager, Mobile & Spectrum is LA28’s day to day lead for radio spectrum planning and operations and mobile network readiness across all Olympic and Paralympic venues. This role owns the end-to-end process for frequency applications and assignment, Test & Tag, Spectrum Desk operations, and live spectrum monitoring/interference response, while coordinating with MNOs for temporary and in venue mobile coverage (5G, small cells, DAS, slicing) to support a wireless first, secure, and sustainable Games. 

The Manager translates the Director’s wireless first strategy into executable venue level plans and SLAs—balancing innovation with operational reliability—so that BAS, PLMR, WiFi, and public cellular networks coexist without harmful interference and deliver the performance the Games require. 

Key Responsibilities:

• Spectrum Planning & Assignment 
  Partner closely with the regulators to develop the venue by venue Spectrum Plan (BAS, PLMR, microwave, telemetry/telecommand, WiFi, and cellular coexistence). Create reuse/protection rules, channelization, and assignment workflows; manage frequency allocations and documentation.  

• Regulatory Interface 
  Act as primary liaison with FCC and frequency coordinators for licensing, STA compliance, and operational reporting. 

• Applications & Operational Readiness 
  Manage the spectrum application workflow and readiness processes for RF devices. Support planning for device validation and tagging programs in coordination with FCC and partners. 

• Spectrum Monitoring & Interference Response 
  Coordinate with FCC monitoring teams to ensure effective interference detection and resolution during test events and Games-time. 

• Mobile Network Integration 
  Partner with MNOs and venue teams to validate temporary 5G/DAS deployments, network slicing/QoS for critical services, and SIM/eSIM provisioning for Games devices. 

• Security & Risk Management 
  Embed security principles in RF operations and mobile deployments; maintain risk registers and contingency plans. 

• Stakeholder Collaboration 
  Work closely with technology team, broadcaster, results team, venue operations, cybersecurity, and technology integrator to align RF and mobile requirements. 

• Post-Games Legacy 
  Identify opportunities for sustainable RF and mobile infrastructure reuse. 

Background & Qualifications:

• 7+ years in RF engineering or spectrum management for large-scale events or telecom environments.  

• Familiarity with FCC licensing processes and coordination for temporary spectrum use.  

• Experience with mobile network deployments (5G, DAS, Wi-Fi) and coexistence strategies.  

• Implementing Test & Tag or similar RF device validation programs.  

• Using RF monitoring tools (TDoA, DF systems) and spectrum management databases.  

• Delivering under tight timelines and high-pressure environments with multiple stakeholders. 

Position Requirements:

Physical Requirements and Working Conditions 

• Available to work onsite in our Downtown Los Angeles-based office. 

• The LA28 office is an open floorplan working environment; employees must be able to work efficiently in an open cubicle environment.    

• Ability to work in fast-paced, high-pressure environments during test events and Games-time.  

• Frequent travel to multiple venues for inspections and operational support.  

• Flexibility for extended hours, shift work, and weekends during peak operational periods.  

• Ability to lift and handle portable RF equipment (up to 25 lbs.) and perform basic setup tasks in field conditions.

The annual base salary range for this position is $88,00000 - $115,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
