Brightspeed has an exciting opportunity for a Technical Program Manager – Operational Governance to join our team! As an individual contributor you will be responsible for technical and non-technical program management, requirements gathering and verification, prioritization, roadmap and timeline management, go/no go facilitation, deployment support and project close. You will work closely with IT and Operations teams to ensure alignment of processes and visions. The principal purpose of this role is to ensure consistent program management, on time / budget program release, and effective communication for all programs assigned. This position will report to the Sr. Manager for Product & Platform Innovation – Governance.

As the Technical Program Manager – Operational Governance, your responsibilities will include:

End-to-End Program & Roadmap Leadership

  • Own and manage the end-to-end (E2E) program roadmap, master timeline, and execution cadence across the Operations space including but not limited to Network, Construction & Engineering, Field Operations, Dispatch, Service Delivery, Technical Service Center, and Service Assurance
  • Lead the full E2E program lifecycle for Operations stacks (OSS/BSS), including prioritization, resource planning, business requirements, roadmap development, execution, KPI tracking, benefit realization, and business handoff
  • Develop and maintain integrated program and project plans defining scope, schedule, milestones, dependencies, and risk management
  • Ensure assigned programs, projects and targeted operational initiatives are delivered on time, within scope, and within budget

Operations Platform Excellence & Efficiency

  • Define and drive operations excellence, enabling operational efficiencies through analytics, process optimization, and continuous improvement
  • Create and sustain cohesive, cross-domain OSS and BSS operating models across Mass Markets (MM) and Enterprise & Wholesale (E&W), enabling seamless customer experiences, internal cost efficiencies, and optimized use of platform and network capabilities
  • Support Operations leadership by managing high-priority, targeted initiatives through completion

Governance, Quality & Release Management

  • Own Operations business cases, requirements, program and project timelines, and governance artifacts, including JIRA and Confluence management
  • Facilitate Go / No-Go decision-making, release readiness, and business deployment support
  • Ensure programs meet defined measures of success, quality standards, and operational readiness criteria

Executive Alignment & Communication

  • Serve as a central point of coordination and organizational support for operations support, platform innovation and the PMO
  • Provide proactive, structured support to leadership by ensuring timely visibility into program progress, risks, gaps, dependencies, and decision needs
  • Consolidate inputs from peer Program Managers and cross-functional leaders into clear, executive-level communications, including roadmap updates, status reports, risk summaries, and decision points
  • Lead executive status reviews and communications, translating complex, multi-threaded activity into concise, decision-focused narratives.

Risk, Dependency & Continuous Improvement Management

  • Proactively identify, track, and escalate enterprise-level risks, issues, gaps, and dependencies, ensuring leadership has timely visibility and recommended mitigation strategies.
  • Lead program post-mortems and retrospectives, documenting lessons learned, identifying root causes, and driving continuous improvement across governance, testing, and deployment practices.
  • Use analytics and KPI tracking to assess program health, surface trends, and inform corrective actions.

WHAT IT TAKES TO CATCH OUR EYE:

  • Bachelor’s degree in Project / Program Management, Business, or related field
  • 8+ years of experience managing complex cross-functional and/or cross team programs
  • 7+ years of strong technical experience, preferably in telecommunications or software development, preferably with knowledge including but not limited to: Fiber, Copper, FWA, WAN, LAN, Wi-Fi, ServiceNOW, SDLC, APIs. System Architecture and Orchestration
  • Successful teamwork experience and demonstrated leadership abilities
  • Self-directing and the ability to work with minimal supervision
  • Must be able to read, understand and apply technical standards
  • Ability to translate technical terms into plain language
  • Ability to manage multiple projects / programs simultaneously and pivot quickly
  • Excellent client-facing and internal communication skills
  • Excellent PowerPoint & presentation skills
  • Quick learner with excellent written & verbal communication and analytical problem-solving skills
  • Solid organizational skills with attention to detail, context switching, and cope with tight deadlines
  • Proficient in Microsoft Office applications
  • Proficient in program planning and life cycle development tools
