Technical Program Manager

AI overview

Lead cross-functional technical initiatives to enhance compliance and accelerate the transition to value-based healthcare through AI-driven capabilities.
Arbital Health is a rapidly growing healthcare technology and actuarial leader that centralizes, measures, and adjudicates value-based care contracts at scale.  We enable payers and providers to design, measure, and execute value-based agreements with greater transparency, efficiency, and financial predictability. We invest in hiring high potential and humble individuals who thrive in fast-paced environments and can rapidly grow their responsibilities as we continue to accelerate our growth. We were co-founded by Brian Overstreet and Travis May (founder & former CEO of LiveRamp and Datavant, the two biggest data companies of the last 20 years), and are backed by Transformation Capital, Valtruis and other leading investors. In our first 2 years, Arbital Health has established itself as a trusted partner for over 40 payers, providers, and other stakeholders looking to navigate the complexities of risk-based contracting. About the Role We are seeking a driven Technical Program Manager (TPM) to lead the cross-functional technical initiatives that enable our teams to operate with speed, reliability, and compliance. This role sits at the intersection of engineering, product, actuaries, data science, and operations—driving programs that deliver scalable, high-impact product outcomes. You will architect, plan, and execute complex technical programs across multiple teams, bringing structure to ambiguity and ensuring the organization moves in sync. A core responsibility is ensuring that our engineering and data workflows meet HIPAA, SOC 2, and HITRUST requirements without compromising delivery velocity or developer productivity. You will work with teams to introduce AI-driven capabilities into internal and customer-facing workflows. This includes identifying high-impact opportunities for automation, decision support, and developer productivity, and translating them into well-scoped, executable technical programs. This includes integrating AI into CI/CD pipelines, data workflows, and operational tooling to improve quality, speed, and observability across the software lifecycle. Your work will directly shape how we release data, ship software, and scale our systems and processes. Key Responsibilities Program Leadership ●      Manage our SOC2 and HITRUST certified data delivery process along with any support/data issues stemming from our AI-forward application suite. ●      Lead cross-functional technical programs from planning through execution, ensuring predictable and scalable outcomes. ●      Bring structure to ambiguous initiatives and maintain alignment across engineering, product, actuaries, and data science. Alignment & Governance ●      Establish delivery standards, project governance models, and repeatable execution frameworks. ●      Provide clear, timely communication of progress, risks, and decisions across teams and leadership. ●      Produce executive-ready insights to support prioritization, resourcing, and strategic decision-making. Operational Tooling & Automation ●      Own and optimize engineering operations tooling (JIRA, Slack, Smartsheet, internal systems). ●      Design automated workflows that reduce manual effort, increase reliability, and improve audit readiness. Developer Experience & CI/CD ●      Streamline development workflows and remove productivity bottlenecks. ●      Enhance CI/CD pipelines to support rapid, high-quality releases. ●      Partner with engineering to drive adoption of tools and processes that increase developer velocity. Qualifications:
  • 5+ years of experience in technical program or project management, leading cross-functional engineering initiatives in SaaS or similar environments.
  • Strong systems-thinking capability with a track record of orchestrating complex, multi-team technical programs.
  • Hands-on expertise with Agile methodologies and tools (e.g., Jira sprint planning, retrospectives).
  • Proficiency in Jira administration, including workflow design, dashboards, reporting, and cross-team configurations.
  • Ability to influence and align engineering, product, and business stakeholders without authority.
  • Familiarity with HIPAA, SOC 2, and HITRUST requirements and how they affect engineering workflows and data operations.
  • Experience with workflow automation platforms (e.g., Workato, Zapier, or internal low-code tools).
  • Familiarity with AI/ML pipelines, cloud platforms (AWS / GCP), and containerization (Docker, Kubernetes).
  • Experience in deploying AI-led solutions (e.g., Generative AI, LLMs, AI Ops).
  • Big Plus's:
  • Experience in early-stage or high-growth startup environments.
  • Experience designing or optimizing CI/CD pipelines (GitHub Actions, Jenkins, or similar).
  • Comfort working with databases and scripting (SQL/NoSQL, Python, Bash) — not required but helpful for understanding systems and automations.
  • Background in developer productivity, engineering operations, or internal platform/tooling teams.
  • Knowledge of healthcare data workflows or actuarial processes.
  • Certifications in Atlassian or cloud platforms.
