Technical Consultant
TLDR
Support the quality of data exchange and coordinate technical work for Inland Empire Health Plan while contributing to California's largest nonprofit health data network.
- Provide technical direction and requirements for IEHP engagement and data delivery.
- Analyze data quality and completeness and provide clear findings tied to IEHP providers, data types and/or trends that require attention.
- Coordinate outreach to IEHP providers to address data integration and data quality issues.
- Provide metrics showing which IEHP providers submit CCDA and/or HL7 data to MX, highlighting any data quality issues or reductions/stoppages to achieve continuous/ongoing data sharing with no gaps in service.
- Identify opportunities to improve IEHPs use of MX’s current products and services, and recommend enhancements aligned with IEHP’s priorities.
- Monthly Technical Dashboard: A summary of data exchange metrics, data quality observations, provider outreach activity, and key technical issues and resolutions.
- Monthly Request Intake and Status Report: Documentation of incoming Participant requests, associated scoping, prioritization and current status.
- Quarterly Value and Improvement Summary: A high-level report outlining completed activities, identified areas for improvement, and recommendations.
Generate, deliver and communicate these specific deliverables to IEHP:
- Bachelor’s degree in a technical field, or equivalent practical experience.
- 3-5 years of experience in a Senior Technical Analyst, Senior Technical Support, or Senior Application Support role, including exposure to project coordination and/or project management related to health and health plan data integration.
- Demonstrable experience working as a customer facing SME for a complex technical product or platform, including system configuration and reporting for Health Plans or equivalent in the health IT industry
- Strong proficiency in analyzing and troubleshooting system data flows.
- Exceptional written and verbal communication skills, with the proven ability to articulate technical concepts clearly to both technical and non-technical audiences.
- Experience interacting with customer clinical, quality and IT teams, vendors, project managers, end users, and leadership across business, technical, and clinical functions
- Ability to build and maintain respectful, productive internal and external relationships, that are professional, encourage collaboration, ensure accountability and allow the achievement of mutual objectives and strategies
- Very strong knowledge of the healthcare industry, specifically data standards such as CCDA, HL7, FHIR, and Health Plan integrations or similar integration protocols.
- Understanding of Health Information Exchange (HIE) concepts as they pertain to both medical and social data.

The base salary range for this full-time position is $120,000 - $150,000 + bonus + benefits. The range displayed on each job posting reflects the minimum and maximum target for new hire salaries for the position across all US locations.
