The TDL Analyst is responsible for analyzing Technical Direction Letters (TDLs) to extract actionable requirements, developing pricing and cost estimates, and providing financial management and reporting for nationwide IT projects. This role requires strong analytical and financial skills, with the ability to communicate complex financial data to stakeholders. The TDL Analyst will work closely with project managers, leadership, and contract teams to ensure accurate cost and schedule baselines, while also identifying and mitigating financial risks.

Key Responsibilities:

  • Conduct thorough analysis of Technical Direction Letters (TDLs) to identify key requirements and develop actionable plans
  • Develop and refine pricing strategies for TDL requirements, ensuring accurate cost estimates and maintaining financial control
  • Monitor and track costs across multiple projects, providing real-time insights to ensure burn rate management and financial stability
  • Provide strategic cost forecasting and financial management for nationwide IT projects, ensuring alignment with project goals and objectives
  • Generate timely and accurate financial reports, including weekly and monthly updates, to inform project decisions and maintain visibility into project performance
  • Support pricing proposal activities by verifying Technical Direction Plans (TDPs) and proposal documents for compliance with government standards and regulations and also working to draft PEPs (Project Execution Plans)
  • Identify and mitigate workload cost risks by monitoring staffing plans and working with leadership to optimize resource allocation and control labor expenses
  • Collaborate closely with project managers to assess project expenditures, confirm funding sufficiency, and prepare requests for supplemental government funding
  • Develop and present clear, actionable financial reports to government clients, providing transparent insights into project budgets, forecasts, and variance analyses
  • Work cross-functionally with management and contract teams to provide financial expertise and insights that inform project decisions and strengthen resource allocation
  • Ensure seamless financial reporting and analysis by preparing and distributing reports within required deadlines, and maintaining accurate financial records and data 
  • Analyze program spending and evaluate weekly costs to ensure funding alignment with forecasted targets and contractual guidelines
  • Manage and review subcontractor timecards, ensuring accurate charging and compliance with contractual requirements and forecasts
  • Stay abreast of FAR and DFARS regulations, including relevant reporting requirements, and ensure compliance with client-specific regulations and standards

Here's what you need:

  • Bachelor's degree in Finance, Accounting, or related field
  • Minimum 3-5 years of experience in financial analysis, cost estimating, or project management
  • Familiarity with FAR and DFARS regulations

Bonus points if you have:

  • Experience working with government contracts and regulations

Security Clearance:

  • Must be a U.S. Citizen (no Dual Citizenship)
  • Must be able to obtain a Secret Clearance

The base pay range for this position in these locations is shown below. Compensation for roles at Accenture Federal Services varies depending on a wide array of factors, including but not limited to office location, role, skill set, and level of experience.
