The Naval Information Warfare Center (NIWC) Atlantic Defensive Cyberspace Operations (DCO) Integrated Product Team (IPT) is charged with the mission of conducting Defensive Cyberspace Operations to defend subscriber networks. The DHA Cybersecurity Operations Center (CyOC) coordinates and orchestrates cybersecurity activities execution at the DoD Component scale for DHA to protect information systems against unauthorized activity, vulnerabilities, or threats.The Subscriber Management Team PM will oversee the team's support of Defense Health Agency (DHA) Subscribers at Military Treatment Facilities (MTFs), Program Management Offices (PMOs) and associated application Programs of Record (PORs), Non-Traditional entities and Other Lines of Business (OLBs), and the Naval Information Warfare Center (NIWC) Cyber Security Service Provider (CSSP) teams. You will manage the team's effective and timely support of Subscriber requirements to maintain their organization's Computer Network Defense (CND) Tool compliance as directed by JFHQ-DODIN orders and in direct support of the CSSP mission. You will coordinate with all stakeholders to ensure actions are consistent with approved plans, and the strategic objectives of the organization with appropriate access to all systems for compliance monitoring and meeting performance objectives.

Responsibilities:

  • Oversee and lead a small team of up to 9 members in a dynamic environment; ability to rapidly adapt to change and coach team members
  • Requires a technical foundation; the high-level ability to understand basic computer processes and networks
  • Experience participating in meetings with, briefing, and working collaboratively with senior leadership and other teams to complete mission objectives
  • Comprehend Subscriber Onboarding and Compliance, Integration Migration Schedule, Medical Enclave Migration Schedule
  • Highly developed oral and written communication skills
  • Ability to convey technical concepts to audiences with varying technical understanding
  • Exceptional logical and analytical thinking capabilities
  • The ability to solve problems independently or with minimal assistance
  • Experience evaluating deficiencies and obstacles to achieving the organization’s mission
  • Strong understanding of common enterprise technologies
  • Knowledgeable in network security procedures, best practices, and implementation
  • Project Management experience

Required Qualifications:

  • Bachelor's degree in a relevant technical field are required, or a minimum of three years of equivalent work experience
  • Candidates must possess an 8570 IAM Level I certification
  • Proven leadership in process/project management, meeting documentation, and computer network defense tool compliance is essential
  • Experience in a CSSP/MSSP operational environment or similar IT-related role, strong organizational skills, attention to detail, and the ability to effectively communicate both verbally and in writing are crucial
  • The role involves managing system access requests, providing updates to leadership, delivering exceptional customer support, monitoring tools and interfaces and SOP administration

Preferred Qualifications:

  • Experience using various help desk ticketing systems e.g. MHS ServiceNow, Jira, and web-based collaboration platforms (MS Teams, Confluence, Microsoft SharePoint)
  • Proficient with desktop programs such as Adobe Acrobat, MS Excel, MS Word
  • Familiarity with various Host-Based Tools
  • Basic knowledge of how a network operates hardware and protocols
  • Basic understand IP management, computer networking and sub-netting
  • Basic knowledge of commercial cloud service providers
  • Ability to navigate monitoring tools and interfaces, e.g., Splunk, Trellix ePolicy Orchestrator
  • Experience managing & prioritizing tasks to meet short suspense deadlines
  • Possess exceptional attention to detail
  • Ability to work collaboratively with diverse internal and external teams in a remote/tele-work environment

Travel: Position may require up to 20% travel as needed

Salary: 170k to align with education and experience
