POSITION SUMMARY:

The Project Officer will be responsible for supporting the EWS team in the implementation of technical activities related to the STREAM early warning system. S/he will support the Project Lead in planning and implementing technical activities for the project in Mindanao. S/he will provide support in installing and maintaining sensors, coordinating with and supporting officials technically, and preparing and facilitating technical activities in coordination with other team members, support departments, and partners. S/he will support in monitoring the progress of the technical activities.

MAIN DUTIES AND RESPONSIBILITIES:

1. Project Implementation

  • Provide support in the preparation and implementation of STREAM activities such as training, including preparation and facilitation of these activities.
  • Provide support in on-site installation, testing, and routine maintenance of EWS sensors and IoT devices.
  • Provide support in coordinating with PIN support departments, disaster management officials, partners, and beneficiaries regarding project activities;
  • Draft relevant narrative activity updates in accordance with relevant templates, requirements, and deadlines and upon his/her line manager's request.
  • Translate (English/Bisaya) activity documentation, project presentation, training materials, monitoring tools, and other documents as needed.

2. Stakeholder Engagement

  • Liaise with local government agencies, community leaders, and other relevant stakeholders to foster collaboration and ensure their active involvement in the project.
  • Support organizing and facilitating stakeholder consultations, workshops, and training sessions to enhance their understanding and ownership of the early warning system.

3. Monitoring, Evaluation, and Reporting

  • Supervise the collection of field data and use monitoring tools to analyze the efficacy of alert dissemination
  • Provide support in monitoring, reporting, and archiving STREAM activities: supervised preparation of the monitoring tools and analysis of data, support the development of activity report and archiving of project documentation and means of verification;
  • Participation in the weekly and monthly team meetings with support departments such as Comms and MEAL.
  • Generate evidence-based narrative reports and "Means of Verification" (MOV) for weekly and monthly reviews. 
  • Actively promote and manage the Community Feedback and Response Mechanism (CFRM) to ensure project accountability

4. Admin/Finance-Related Support

  • Draft implementation approval letters for government officials.
  • Prepare advance requests and clearance of expenses.
  • Any other admin tasks requested by the line manager.

Requirements

The successful candidate should possess the following minimum qualifications:

  • Bachelor's degree in Disaster Risk Reduction and Management, Social Work, Environmental Science, Communications, and other relevant fields.
  • Minimum of 2 years of experience in community-based DRRM; experience in projects involving tech-based solutions or early warning systems is an advantage
  • Knowledge, interest, and motivation regarding disaster risk reduction, early warning systems, environment, and climate change.
  • Experience in conducting or facilitating community-based training and information campaigns in DRRM and related fields.
  • Availability and willingness to travel in Luzon, Visayas and Mindanao areas.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with stakeholders at various levels.
  • Fluency in English, Bisaya, and Filipino, both written and spoken.
  • High ethical standards and ability to endorse principles of confidentiality, commitment to and understanding of PIN’s aims and values
