POSITION SUMMARY 

Winrock International is seeking a Start-up Specialist to assist in project start-up for a U.S. Department of Labor-funded project to promote fair and reliable critical mineral supply chains in Indonesia free of child labor and forced labor. The Start-up Specialist will assist the Project Director in administrative and logistical set up of office space, hiring staff, procuring equipment, and setting up office administrative systems in compliance with Winrock’s policies and procedures.  

KEY TASKS: 

  • Liaise with Winrock Home Office and Project Director on country registration tasks  
  • Identify and lease office space following Winrock’s Facility Selection Guidelines and procurement procedures 
  • Initiate procurement for office furniture, equipment, and services in accordance with the project procurement plan and Winrock’s policies 
  • Support the team with recruitment, short-listing of applicants, and interviews, as necessary.  
  • Support the identification of vendors for various services 
  • Support the Project Director with administration and logistical tasks. Coordinate with vendors and partners as needed.  
  • Support the establishment of procurement, financial, and administrative systems, such as Employee Handbook, Field Travel Policy, Procurement Plan, Office Inventory System 
  • Other start-up tasks assigned. 

ESTIMATED LEVEL OF EFFORT: 

The estimated level of effort for this assignment is 43 days (2 months). 

REPORTING RELATIONSHIP: 

The Start-up Specialist will report to the Project Director. 

POSITION QUALIFICATIONS: 

Education: Bachelor’s degree in Business Administration, Accounting, Public Administration, International Development, Finance, Management, or a related field 

 Work Experience: 

  • At least 5 years of relevant experience in project start-up, operations, administration, or finance for international development or donor-funded projects 
  • Demonstrated experience supporting start-up phases of donor-funded projects, including country registration, office establishment, and operational system set-up 
  • Proven experience working with international NGOs or development contractors, preferably in Southeast Asia 
  • Strong organizational and coordination skills 
  • Ability to work independently in fast-paced start-up environments 
  • High attention to detail and compliance 
  • Excellent interpersonal skills and ability to be flexible, responsive, and confident in interfacing with staff members and external stakeholders to accomplish tasks. 
  • Oral and written fluency in English and Bahasa Indonesia required.
