Sr. Proposal & Strategic Response Manager

Opportunity Overview:

We are seeking an experienced Sr. Proposal & Strategic Response Manager to lead and scale our enterprise proposal function while also supporting high-impact, cross-functional initiatives across Sales and Revenue Operations.

This role will own the end-to-end RFP and proposal management process for complex enterprise opportunities and will serve as a cross-functional project manager for revenue-critical projects such as infosec assessments, due diligence coordination, vendor registrations, and other sales-driven initiatives.

The ideal candidate combines strong proposal writing and storytelling expertise with disciplined project management skills and the ability to operate effectively across Sales, Marketing, Legal, Finance, Product, Security, and Implementation teams.

What you’ll do:

  • Own the end-to-end RFP and proposal response process for enterprise opportunities, including intake, timeline development, contributor coordination, and submission management to ensure high-quality, compliant proposals.
  • Develop compelling and differentiated proposal narratives tailored to payer audiences, partnering closely with Sales to align responses with deal strategy, win themes, and overall go-to-market positioning.
  • Manage and continuously improve the proposal content library, leveraging win/loss insights and stakeholder feedback to strengthen response quality, consistency, and efficiency.
  • Coordinate information security and technical due diligence processes, managing security questionnaires and assessments while partnering with Security, Product, Engineering, and Legal to deliver accurate and timely responses.
  • Serve as a cross-functional project lead for complex enterprise deals, coordinating workflows across Sales, Deal Desk, Legal, and other stakeholders to support contract intake, strategic partnerships, and large account expansions.
  • Drive alignment and accountability across teams by managing timelines, tracking deliverables, and proactively identifying and escalating risks or bottlenecks.
  • Improve the scalability and efficiency of the RFP and enterprise deal process, refining templates, intake processes, and documentation standards to streamline workflows.
  • Track and report on key operational metrics, including RFP volume, turnaround time, and response effectiveness to inform ongoing program improvements.

What you’ll need:

  • 12+ years of experience in enterprise-level proposal management, RFP response, or bid management, preferably within healthcare, health tech, or SaaS environments
  • Strong writing, editing, and executive storytelling skills, with the ability to craft clear, compelling proposals and strategic narratives
  • Exceptional attention to detail, ensuring accuracy, consistency, and compliance across all proposal and due diligence deliverables
  • Proven ability to coordinate across cross-functional stakeholders, including Sales, Product, Engineering, Security, and Legal teams
  • Experience managing security questionnaires and enterprise due diligence processes, with familiarity in compliance frameworks such as SOC 2, HIPAA, or HITRUST
  • Strong organizational and project management skills, with the ability to manage multiple concurrent initiatives in a fast-paced environment
  • Experience supporting complex enterprise sales cycles, including exposure to deal desk or contract review workflows
  • Proficiency with Google Workspace and Microsoft Office tools
  • Experience with Salesforce, Responsive (RFPIO), or similar proposal/response management platforms
  • Healthcare, payer, or health tech industry experience
  • Bachelor’s degree required; project management certification (PMP or equivalent) is a plus

The salary range for this position is $125,000 to $140,000 annually; as part of a total benefits package which includes health insurance, 401k and bonus. In accordance with state applicable laws, Cohere is required to provide a reasonable estimate of the compensation range for this role. Individual pay decisions are ultimately based on a number of factors, including but not limited to qualifications for the role, experience level, skillset, and internal alignment.
