A Sr. Budget Analyst job is available with the City of Fort Worth FWLab, Budget Division. The FWLab advances the City’s vision to be “the most livable and best managed city in the country” by building organizational capacity to explore, analyze and learn from data that is deliverable via existing and new municipal system and components.

The Sr. Budget Analyst will play a pivotal role in the financial understanding of all capital infrastructure projects within the City of Fort Worth, ensuring alignment with long-term city goals and sustainability objectives. The Sr. Budget Analyst will play a key centralized role in the financial management of capital projects, including monitoring project expenditures, tracking funding sources, ensuring efficient capital project closeout, and that surplus funds are reallocated. You will work closely with various city departments to ensure the City’s capital projects contribute to a resilient, efficient, and cost-effective infrastructure system. The incumbent will report to FWLab’s Senior Capital Projects Officer.

Minimum Qualifications:

  • Master’s degree from an accredited college or university with major course work in Public Administration, Finance, Business Administration, or related field
  • Four (4) years of experience in budget management, finance, research analysis or related field

Preferred Qualifications:

  • Knowledge of capital infrastructure project budget control and life-cycle cost analysis.
  • Knowledge of five-year capital improvement plan development and projection of multi-year project expenditures
  • Strong organizational, analytical, and problem-solving skills, and strong reporting skills, both written and verbal
  • Ability to manage multiple projects simultaneously

The Sr. Budget Analyst job responsibilities include:

  • Assists departments and senior management staff in ensuring compliance with annual operating, capital outlay, and capital improvement plans or adopted operating budgets; monitors annual bond sales, reviews project management reports, approves requests for appropriations and tracks expenditures and surplus funding sources to provide decision making tools; and analyzes and sets criteria for closing capital projects
  • Participates in assigned analytical support functions that have Citywide impact; participates in the creation of new budget processes, such as fund review process or new process for vehicle and equipment purchases; and generates capital project expenditure update reports
  • Coordinates with various departments to research unusual and unnatural balances in departments’ funds; analyzes the resolution for unusual balances; defines any remaining fund balances; and makes recommendations regarding use of balances
  • Prepares financial forecasts; identifies possible budget overruns; coordinates appropriate solution with departments, CFO and City Manager’s Office
