A Tunga client is seeking a Data Systems Architect/Data Engineer to evaluate their current data ecosystem, design a scalable and reusable technical architecture, and initiate priority improvements that provide actionable insights to partners and government stakeholders. Solutions must work in low-bandwidth environments and be reusable across multiple countries/contexts (not Uganda-specific).

Responsibilities:

  • Map and assess the current data ecosystem (tablets, Kobo/forms, WhatsApp, manual reporting, internal data platform) and document workflows

  • Assess infrastructure constraints (connectivity, technical capacity, risks) and produce current-state architecture mapping

  • Design a target technical architecture to enable automated collection, integration, and visualization of core fidelity metrics (dosage, engagement time, syncing regularity, tablet functionality)

  • Define integration pathways across data sources (game usage logs, Kobo observation data, visit/monitoring reports) to enable triangulation

  • Design data flows optimized for low-bandwidth contexts and government-led scale

  • Develop data governance protocols aligned with partner/government structures while maintaining quality assurance

  • Create a phased implementation roadmap and start building priority components within a Data Management Portal

  • Produce clear technical documentation and run knowledge transfer sessions with the client team


Requirements

Must Have:

  • Proven experience in data architecture and technical specification development

  • Strong data integration experience across multiple tools/platforms (APIs, ETL/ELT, databases)

  • Experience with data collection platforms (Kobo or similar)

  • Ability to design for low-connectivity/limited technical capacity environments

  • Hands-on implementation experience (not strategy-only) and strong documentation skills

  • Strong English communication, ability to work independently, meet tight deadlines

Nice to Have:

  • Experience designing for scale (pilot to government-led implementation)

  • Knowledge of data governance in development contexts and/or government partnership models in East Africa

  • Cloud infrastructure/server management experience

  • Familiarity with EdTech or game-based learning platforms

  • Comfort working remotely across time zones
