OVERVIEW
iTech AG is seeking an experienced ServiceNow Integrated Risk Management (IRM) Developer to support and enhance an enterprise ServiceNow implementation for a federal agency customer. This role will support the current ServiceNow environment while leading the design, configuration, and implementation of ServiceNow IRM capabilities, with an emphasis on workflow-driven automation, custom development, and enterprise-scale governance.
The successful candidate will play a critical role in supporting the agency’s risk and compliance objectives by implementing secure, scalable, and maintainable IRM solutions that align with ServiceNow best practices and federal governance requirements. The role requires strong hands-on development expertise, including advanced scripting and front-end capabilities, as well as deep knowledge of IRM business processes and implementation best practices.
The ideal candidate brings strong technical development skills, experience designing and implementing complex workflow-based solutions, and demonstrated knowledge of IRM functionality including risk management, compliance workflows, policy management, and audit management.
ROLES AND RESPONSIBILITIES

Design, configure, and develop solutions across the ServiceNow platform in alignment with federal requirements and platform governance standards

Lead implementation and enhancement of ServiceNow IRM capabilities, including Policy Management, Compliance Management, Controls, and related governance workflows

Design and implement complex workflow-driven solutions using Flow Designer, workflow automation patterns, approvals, task orchestration, escalations, and exception handling logic

Develop and maintain custom applications, scoped development, business rules, UI policies, client scripts, script includes, ACLs, and integrations as required

Develop and maintain custom UI components and front-end logic using JavaScript, HTML, and ServiceNow UI frameworks (UI Builder, Service Portal, UI Policies, Client Scripts) as needed

Build and enhance advanced IRM process automation, including control testing workflows, risk acceptance workflows, issue remediation tracking, and compliance evidence collection processes

Support development and implementation of Performance Analytics / Platform Analytics dashboards, KPIs, and reporting for risk and compliance visibility (preferred)

Work closely with business analysts, architects, project managers, and federal stakeholders to ensure requirements are clearly understood, validated, and implemented

Adhere to established platform governance, change management, security review, and quality assurance processes

Provide technical input during requirements discussions to drive feasible, secure, and maintainable solutions

Support documentation efforts, including technical design artifacts, configuration guides, workflow diagrams, and operational support documentation

Support later-phase rollout and configuration of IRM functionality including Policy and Compliance Management and Audit Management, ensuring alignment with industry best practices and federal audit readiness expectations

MINIMUM QUALIFICATIONS
- 5+ years of hands-on ServiceNow development experience in enterprise environments
- Demonstrated experience and strong understanding of implementing and configuring ServiceNow IRM capabilities
- Strong understanding of ServiceNow platform architecture, including tables, CMDB concepts, security model, scripting layers, and update set management
- Strong hands-on scripting and development experience using JavaScript, Script Includes, Business Rules, UI Policies, Client Scripts, GlideRecord, ServiceNow APIs, and Scripted REST/SOAP integrations
- Strong front-end development skills, including experience with HTML, UI customization patterns, and modern ServiceNow UI frameworks
- Experience developing custom ServiceNow functionality that adheres to platform standards, including reusability, maintainability, and performance optimization
- Demonstrated experience building and troubleshooting complex ServiceNow workflows, including task orchestration, approval routing, conditional logic, exception handling, SLAs, and state model governance
- Experience working in Agile or SAFe delivery models, including sprint execution, backlog grooming, peer review, and release planning
- Ability to work effectively in a regulated federal environment with structured governance, documentation, and compliance requirements
- Strong communication skills and ability to collaborate with both technical and non-technical stakeholders
- Demonstrated experience implementing IRM-related workflows and business processes, with emphasis on policy and compliance management
- Proven ability to design and configure workflow-driven solutions that support complex governance models, multi-step approvals, role-based task routing, and audit traceability
- Experience designing and implementing secure IRM configurations, including ACL strategy, role segregation, and data access controls aligned with least privilege principles
- Experience building custom integrations and automation using IntegrationHub, REST APIs, scripted integrations, and external system orchestration
- Experience configuring and supporting ServiceNow reporting capabilities, including dashboards, trend reporting, and operational metrics
- Performance Analytics / Platform Analytics experience is preferred, including KPI creation, indicator sources, breakdowns, and automated data collection for executive-level IRM reporting
EDUCATION AND CERTIFICATIONS

PREFERRED QUALIFICATIONS
- Experience implementing ServiceNow IRM within a federal or highly regulated environment subject to frameworks such as NIST, FISMA, FedRAMP, or similar compliance standards
- Demonstrated experience configuring and optimizing ServiceNow Policy and Compliance Management and Audit Management modules in production environments
- Experience designing Performance Analytics indicators, breakdowns, and dashboards to support executive-level risk and compliance reporting
- Experience integrating ServiceNow IRM with external security, GRC, or enterprise systems using REST APIs, IntegrationHub, or automated data ingestion patterns
- Strong understanding of governance, risk, and internal control frameworks such as COSO, ISO 27001, or NIST Risk Management Framework
- Experience supporting enterprise-scale workflow automation with high transaction volumes, including performance tuning and troubleshooting of complex flow logic
SECURITY CLEARANCE
- Ability to obtain federal public trust clearance through background investigation and drug test
