Windward is seeking a highly skilled and experienced Senior ServiceNow Strategic Portfolio Management (SPM) Implementation Specialist to lead complex implementations for both government and commercial clients. The ideal candidate will possess a unique blend of technical expertise, strategic thinking, and exceptional customer-facing skills.
Key Responsibilities
- Lead end-to-end ServiceNow SPM implementation projects, from initial discovery through deployment and post-go-live support.
- Conduct business analysis sessions with clients to understand strategic goals, portfolio management needs, and process improvement opportunities.
- Facilitate requirements gathering workshops, translating business needs into clear, actionable user stories and acceptance criteria.
- Design and configure solutions within the ServiceNow SPM suite, including Demand Management, Project Portfolio Management, Resource Management, and Agile Development.
- Deliver tailored SPM solutions that align with client objectives, ensuring scalability, usability, and compliance with standards (e.g., FedRAMP, DoD IL-4/IL-5).
- Define user stories to support technical implementation of both SPM greenfield and enhancement projects.
Provide technical mentoring and guidance to internal teams and client stakeholders, including providing technical leadership for a small team of implementation specialists or developers.
- Manage platform infrastructure and ensure smooth operation of SPM and PPM processes.
- Perform advanced troubleshooting, bug fixes, and root cause analysis to maintain system integrity.
- Collaborate with cross-functional teams to lead technical solution design sessions and ensure successful delivery.

Contribute to process documentation, training materials, and continuous improvement initiatives.
Support Agile, Waterfall, and Hybrid development methodologies across diverse client environments.
Required Qualifications
- Bachelor’s degree in Computer Science, Information Technology, or related field.
- Minimum 5 years of IT software consulting experience, with 3–5 years specifically in ServiceNow implementations.
- Strong proficiency in JavaScript and ServiceNow scripting.
- Deep understanding of Strategic Portfolio Management concepts, including demand, ideation, resource planning, and prioritization.
- Proven experience implementing ServiceNow SPM for enterprise clients.
- Expertise in software discovery, normalization, reconciliation, and optimization.
- Excellent verbal, written, and interpersonal communication skills.
Required Certifications
- Certified Implementation Specialist – Strategic Portfolio Management (CIS-SPM)
- ServiceNow Certified System Administrator
Preferred Qualifications
- ServiceNow Certified Application Developer Certification
- PMI Project Management Professional (PMP) certification
- ICAgile or equivalent Agile certification
- Experience with government contracts and implementations
- Familiarity with Agile, Waterfall, and Hybrid development methodologies
- ITIL v3 or v4 Certification
- Additional ServiceNow certifications in areas such as ITOM, SecOps, GRC, or ITSM
