About the Role

We are seeking a highly skilled Senior Program Manager to oversee delivery, growth, and strategic account management within a dynamic federal environment at USCIS. This role blends program execution excellence with customer relationship management, account strategy, and business growth responsibilities. The successful candidate will lead multiple inter-connected programs, cultivate trusted customer relationships, drive account strategy, and support business development efforts while delivering high-impact digital solutions aligned with federal modernization priorities.

You will play a pivotal role in ensuring efficient project execution, strong financial and contract performance, stakeholder engagement, and long-term account growth. This position requires a leader who can operate across delivery, strategy, and growth who will bring structure, vision, and execution discipline to complex federal programs.

This role requires strong executive presence, the ability to manage and influence senior customer leaders, and the communication skills to lead organizations through complex organizational and technical change. Candidates should also be able to travel onsite (Camp Springs, MD) at least twice monthly. 

What you will do:

  • Oversee delivery management for multiple active programs within the account portfolio.
  • Monitor team performance, support project start-up activities, and guide staffing and onboarding processes.
  • Manage prime and/or subcontractor relationships to ensure delivery excellence.
  • Ensure contract requirements, deliverables, and compliance obligations are met.
  • Monitor and manage account financial performance against corporate metrics.
  • Develop, manage, and adjust program and account budgets as needed.
  • Lead execution of complex, inter-connected projects aligned with the U.S. Digital Service Playbook and modern digital service standards.
  • Coordinate cross-functional teams including technical leads, scrum masters, delivery teams, and stakeholders.
  • Manage timelines, dependencies, risks, and resources across multiple workstreams.
  • Identify and resolve high-impact challenges affecting scope, delivery, and program success.
  • Build and mature trusted, high-integrity customer relationships across the portfolio.
  • Proactively engage customers to understand evolving needs and position the organization as a strategic partner.
  • Partner with leadership to define and execute account strategy based on market dynamics, customer needs, technology landscape, competitive analysis, budget realities, and opportunity forecasting.
  • Support business development through customer engagement, capture management, and proposal solutioning.

What you will bring:

  • Must be able to obtain and maintain a Public Trust Clearance
  • Demonstrated experience in the management, design, implementation, and maintenance of modern customer-facing digital services.
  • 10+ years of experience in leadership roles supporting account oversight, program delivery, and portfolio growth
  • Familiarity with the Department of Homeland Security (DHS), specifically USCIS (highly preferred)
  • 5+ years of experience in business development and capture management, with demonstrated consultative selling skills and a track record of portfolio growth
  • Experience leading large-scale federal programs and inter-connected project portfolios
  • Strong understanding of federal contracting environments, compliance, and delivery governance
  • Formal training or certification in Agile software development methodologies
  • Strong experience with system transformation, modernization, and consolidation initiatives
  • Exceptional written and verbal communication skills, including experience presenting to senior government officials and executives
  • Ability to speak knowledgeably about company capabilities and represent services and solutions effectively
  • Ablility to travel onsite (Camp Springs, MD) at least twice monthly

Compensation: Pluribus Digital offers a competitive salary that is determined at the time of offer.  The range for this role ranges from $185,000 to $215,000 depending on experience.
