About the Role

We are seeking a highly skilled Senior Program Manager to lead a complex, highly-visible project within our Federal Financial Account. In this role, you will manage cross-functional teams to deliver impactful application development modernization initiative, while ensuring comprehensive O&M support services. You will play a pivotal role in ensuring efficient project execution, risk mitigation, and stakeholder engagement to enhance customer experience and service delivery.

As DPM, you will play a central role in overseeing day-to-day operations across multiple Agile delivery teams. You will serve as a key liaison between government stakeholders, executive leadership, and cross-functional delivery teams, supporting the Program Manager in strategic execution, delivery quality, and team performance. You will help guide operational processes, remove blockers, align staffing and resources, and ensure delivery excellence—while fostering a culture of trust, accountability, and continuous improvement.

This role requires strong executive presence, the ability to manage and influence senior customer leaders, and the communication skills to lead organizations through complex organizational and technical change. Candidates should also be based in the DMV area and available to meet with partners onsite as needed.

What you will do:

  • Lead Program Execution – Oversee and implement best practices from the U.S. Digital Service Playbook, ensuring adherence to modern digital service standards.

  • Manage Inter-Connected Projects – Formulate, organize, and monitor multiple projects, ensuring alignment with program objectives.

  • Drive Cross-Functional Collaboration – Coordinate activities across multiple teams, including tech leads, scrum masters, and stakeholders, to ensure seamless execution.

  • Oversee Project Timelines & Budgets – Develop and control deadlines, manage budgets, and ensure teams maintain accurate schedules with clear dependencies.

  • Mitigate Risks & Manage Resources – Apply effective change management, risk assessment, and resource planning strategies to ensure project success.

  • Vendor & Stakeholder Management – Lead engagement with vendors and government agencies, ensuring alignment with program goals.

  • Solve High-Impact Challenges – Identify and resolve issues that impact project scope, efficiency, and overall program success.

  • Reporting & Compliance – Prepare detailed reports for internal government leadership (e.g., OCIO), ensuring transparency and accountability.

  • Ensure Team Preparedness – Facilitate cross-training of team members to maintain seamless coverage and prevent knowledge gaps.


What you will bring:

  • Must be able to obtain and maintain a Public Trust Clearance

  • 5+ years of program/project management experience managing large-scale programs and contracts of similar scope and complexity, including at least 2 years supporting Federal programs within the last 10 years

  • Located within the Washington, D.C. (DMV) area, this position will require frequent on-site client engagement
  • Experience with IT modernization initiatives leveraging a combination of waterfall and agile methodologies

  • Experience with Jira, Figma, and other related tools

  • Exceptional written and verbal communication skills, with experience presenting material to senior government officials

  • An active PMP, PgMP OR Bachelor/Master’s degree from an accredited institution in Information Technology
  • Formal training or certification in Agile methodologies (e.g., Scrum, SAFe, Lean)

  • Proven experience in the design, implementation, management, and maintenance of services aligned with PWS requirements

  • Demonstrated success managing Agile development teams, operations & maintenance of production systems, and system transformation and modernization initiatives

Compensation and Benefits

Pluribus Digital offers a competitive salary that is determined at the time of offer. Compensation will be based on experience and qualifications, with salary ranges aligned accordingly. If a candidate is a strong fit at a more junior or senior level to what is outlined here, we will assess them accordingly and apply the appropriate salary range during the hiring process.

The range for this specific role is from $185,000 to $215,000 depending on experience. Salary is augmented with opportunity to earn annual bonus and medical/dental/vision benefits, PTO, company paid life insurance and a generous 401k match program.
