Role Overview
We are seeking a Senior Manager, Talent Delivery Programs to design, execute, and optimize scalable programs that support Rocket Now’s rapid growth and workforce plan. This role focuses on programmatic recruitment, vendor management, and data-driven process improvements to ensure operational excellence in talent acquisition and workforce planning at scale. You will partner with business leaders and recruiting teams to build and execute frameworks that enable scaled growth while maintaining quality, compliance, and efficiency.

What You Will Do
•    Design and lead programs to scale frontline and operational roles across Japan, ensuring scalability and alignment with business expansion.
•    Develop and manage vendor partnerships (staffing agencies, recruitment platforms) to optimize cost, quality, and speed of delivery.
•    Implement data-driven processes to monitor funnel metrics, hiring velocity, and vendor performance; use insights to drive continuous improvement.
•    Own recruitment technology and tools strategy that will drive performance, ensuring effective use of ATS, AI technology, dashboards, and analytics for decision-making.
•    Create governance frameworks for compliance, vendor accountability, and process standardization across locations.
•    Collaborate with business leaders to forecast hiring needs and translate them into actionable plans that deliver consistent workforce plans.
•    Lead cross-functional initiatives to improve candidate experience, reduce time-to-hire, and enhance operational efficiency.
•    Manage a small team or matrix resources focused on program execution and vendor coordination.


Basic Qualifications
•    7+ years of experience in workforce program management, vendor management, or recruiting in fast-paced industries (logistics, retail, delivery platforms, staffing).
•    Proven ability to design and scale programs, including vendor strategy, process optimization, and adoption of technology that drives enablement.
•    Strong data orientation, with hands-on experience using platforms, ideally recruitment dashboards, and analytics to drive performance.
•    Experience managing vendor relationships, including negotiation, performance tracking, and compliance oversight.
•    Demonstrated ability to partner with business leaders to forecast hiring needs and align program strategies with growth objectives.
•    Deep understanding of Japan’s labor market, compliance requirements, and cultural hiring practices.
•    Fluency in Japanese and business-level English for cross-regional collaboration.
•    Comfortable operating in a high-growth, ambiguous environment, with a bias for action and continuous improvement.
