Job Description:

In this position as a Program Manager, you will lead and oversee a federal contract while managing four key focus areas: financial performance, quality, personnel, and growth. You will be responsible for optimizing resource utilization, supporting the full acquisition lifecycle, and driving continuous process improvement initiatives. The Program Manager will bring extensive experience managing federal acquisition efforts from pre-award through post-award, including cost analysis, acquisition strategy development, and contract compliance. In this position, you will also:

  • Oversee all contract program management functions, including resource management across assigned projects and tasks.
  • Lead pre-award and post-award acquisition support activities, including acquisition strategy development, cost analysis, and market research.
  • Develop forecasting tools to support life cycle cost analysis, cost-benefit evaluations, and program budgeting.
  • Map end-to-end acquisition and contracting processes and contribute to the development of acquisition training manuals.
  • Oversee pre-award activities such as requirements gathering, drafting Performance Work Statements (PWS), developing Independent Government Cost Estimates (IGCEs), and crafting acquisition strategies.
  • Support post-award tasks including contract monitoring, performance assessments, invoice review and processing, and ensuring successful contract execution.
  • Collaborate with government and internal stakeholders to optimize procurement processes and drive operational efficiencies.

Required Skills:

  • Bachelor’s degree in Accounting, Finance, Business, or a related field.
  • 15 years of professional experience supporting federal programs or contracts.
  • 10 years of experience supporting end-to-end federal acquisition processes, including acquisition package development and contract administration.
  • 3 years of experience working with Integrated Acquisition System (IAS), Program Loan Cost Expense (PLCE) Management, Financial Management Modernization Initiative (FMMI), and Agriculture Acquisition Regulations (AGAR).
  • Active Project Management Professional (PMP) certification.

Desired Skills:

  • Advanced understanding of federal procurement practices and cost analysis methodologies.
  • Strong leadership, communication, and stakeholder engagement skills.
  • Experience supporting federal agencies, particularly in acquisition and financial program management.
  • Experience leading or supporting acquisition-related process improvement initiatives, including documentation standardization and workflow optimization.
  • Demonstrated ability to manage multi-disciplinary teams across concurrent task orders while balancing cost, schedule, and performance objectives.

Your individual salary within this range will be determined by various factors, including but not limited to your education, experience, skills, and geographic location.
