Clearance Requirement: Active Top Secret SCI clearance. Candidates must be able to obtain and maintain a Top Secret SCI clearance with multiple customer bases.
Minimum Experience: BA/BS in a security related field and 3+years of personnel/industrial security related experience or 6+ years personnel/industrial security-related experience (FSO/AFSO/CPSO, CSSO)

Research Innovations Incorporated is seeking a Senior Facility Security Officer (FSO) to provide expert security knowledge and support in compliance with Department of Defense, IC, and company standards. The FSO will process and review personnel security clearances and maintain all security documentation (DD254, SF-328, SF-312, DD441), files, clearance and suitability rosters in accordance with government requirements. The FSO will have a detailed understanding and experience with the NISPOM and general security requirements for DOD and other Federal agencies. The FSO will be required to conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements. This is a multi-faceted security position requiring an eager security professional to support multiple programs and efforts
WHAT YOU WILL BE DOING
Responsible for effectively developing, administering, and maintaining program security policies and procedures to ensure compliance with the 32 CFR Part 117 NISPOM Rule, Department of Defense Manual (DoDM) 5205.07 series, Department of Defense Manual (DoDM) 5105.21 series, and Intelligence Community Directives (ICDs)
Administering security policies and procedures will include: personnel processing, conduct security briefings / debriefings, marking and control of documents /materials, security education and awareness, visitor control, destruction of classified documents / materials, program reviews, audits and self-inspections, violation investigations and reports
Maintain Facility Clearance documentation and submission in accordance with DCSA requirements
Administer the personnel security clearance processes by using DCSA’s DISS system to submit initial clearance submissions, upgraded clearances and periodic reinvestigations of staff
Provide guidance and instruction to staff to ensure completion of security paperwork, collection and submission of electronic fingerprinting of initial and upgraded clearances. Provide status on clearances to management. Upload electronic fingerprints utilizing DCSA’s SWFT system
Utilize DCSA’s DISS system to initiate and maintain outgoing Visit Requests for all employees and monitor all incoming Visit Requests
Utilize DCSA’s NISS system to upload and update all Facility Clearance and contract information
Advise personnel of their reporting requirements, both personal/administrative and compliance and incident-related reports.
Maintain a working relationship with DCSA or other Federal Agencies and each contract’s security office
Develop and Maintain the required Security Standard Practices & Procedures (SPP)
Develop, prepare, and implement local Standard Operating Procedures (SOP)
Operations Security (OPSEC) Plans, Emergency Action Plan and Disaster Recovery Plan
Obtain and maintain SCIF/SAPF/Closed Room accreditations, conduct annual self-inspections, facilitate customer inspections, and provide accurate record keeping per requirements
Provide security support with proposal activities
WHAT YOU HAVE DONE
BA/BS in a security related field and 3+years of personnel/industrial security related experience or 6+ years personnel/industrial security-related experience (FSO/AFSO/CPSO, CSSO)
FSO certification
Superior computer-related skills, proficient in MS Word, Excel (pivot tables/formula and formatting functions), PowerPoint, and Outlook
Experience with of eQIP, DISS, NISS, and SWFT
Knowledge of the government security and information assurance processes
Highly motivated, dynamic, responsive, and professional team player
Excellent customer service, written, verbal, and interpersonal communication skills
Exceptional presentation/briefing skills
Work independently with minimal supervision
