Reporting to the CIO, the Senior Director of Health Informatics is responsible for Manifest MedEx’s operations relating to the California Data Exchange Framework (DxF) and critical CIO level project activity. Responsibilities: California Data Exchange Framework (DxF) Program Owner for Manifest MedEx
  • Primary POC at MX for this program and how MX technically operates it.
  • Primary POC for any questions from internal staff, participants, non-participants, potential participants.
  • Serves as MX’s primary contact for the Department of Health Care Access and Information (HCAI) and acts as MX’s representative on relevant committees.
  • Provides guidance on program requirements to MX’s product and technical teams to ensure compliance.
  • Supplies all required reporting to HCAI
  • Supplies all reporting to internal constituents
  • Duties: Assist the CIO with a variety of projects
  • Perform analysis for complex projects that require both a technical and business perspective
  • Partner with a wide variety of internal departments including technical, business development, policy and more
  • Perform vendor analysis and contract review
  • Provide requirements for requests that require scoping and design
  • Perform technical analysis of data to support various projects and activities
  • Prepare for and run participant meetings, which cover workflow, business impact, cost and solutions
  • Represent MX on health plan Quarterly Business Reviews, and compile material for such reviews
  • Represent MX with various external organization and committees as needed
  • Qualifications:
  • Bachelor’s degree or commensurate experience
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy while able to effectively communicate technical information in non-technical terms
  • Excellent people skills with a proactive customer service-oriented approach, and a focus on building relationships with internal and external customers
  • Proven background in communicating and conducting outreach in forums of all sizes, with diverse stakeholders, and ability to speak extemporaneously on program, project, and policy matters.
  • Strong public speaking skills – polished communication – ability to command a room and an audience
  • Passionate about (and experience using) information and data to improve health
  • Sense of urgency, nimbleness, creative thinking, and personal integrity
  • 10+ years in senior leadership roles in Health IT
  • Direct experience with national interoperability organizations of eHealth Exchange, Carequality, and Commonwell
  • Strong experience with Office of the National Coordinator (ONC) policies and technical standards approaches
  • Strong knowledge of national and California health policy landscape
  • Strong knowledge and direct experience with EHR interoperability including HL7 v2, CCDA and FHIR based
  • Proven experience working on an executive level team

    The base salary range for this full-time position is $180,000 - $200,000 + bonus + benefits. The range displayed on each job posting reflects the minimum and maximum target for new hire salaries for the position across all US locations. Within the range, individual pay is determined by factors such as job-related skills, experience, and relevant education or training.
