About the Agency Our client, eu-LISA, is the European Union Agency responsible for operating large-scale IT systems that help keep Europe safe and support cooperation in areas like security, migration, and justice. Civitta, in cooperation with Talenta RH, provides temporary agency workers to eu-LISA. We are looking for A Security Analysis and Counterintelligence Officer to join the Security Unit – Protective Security Sector at eu-LISA. The position is based in Strasbourg, France. In this key operational and analytical role, you will contribute to safeguarding the Agency’s personnel, infrastructure, and classified information from intelligence threats, espionage, sabotage, and other hostile activities. You will work within the Security Analysis Team, supporting the development and implementation of counterintelligence (CI) strategies and ensuring secure cooperation with EU and national security stakeholders. What will you do:
  • Conduct and manage sensitive security and counterintelligence investigations, including cross-border cases.
  • Analyse intelligence data from classified, technical, open, and restricted sources.
  • Perform structured threat and vulnerability assessments across physical, human, and information domains.
  • Produce intelligence assessments, CI risk analyses, and situation reports for senior management.
  • Support early warning mechanisms and mitigation strategies against intelligence threats.
  • Coordinate secure information exchange with EU Member States’ National Security Agencies and French authorities.
  • Ensure compliance with EU security regulations, classification rules, and internal governance frameworks.
  • Participate in audits, inspections, and oversight processes related to classified information handling.
  • Maintain secure documentation and records in accordance with established archiving and information protection policies.
  • What is required of your profile:
  • Completed university studies of at least three years (minimum Bachelor level), validated within the EU. Advanced degree (Master’s or equivalent) in Intelligence Studies, Security Studies, International Relations, Political Science, Criminology, or a related field is highly desirable.
  • Additional professional certifications in Counterintelligence, Insider Threat Management, or Security Risk Analysis are considered an asset.
  • Minimum 5 years of progressively responsible experience in counterintelligence, security intelligence, or national security investigations within a government or defence institution
  • Proven experience in:
  • Conducting complex CI or sensitive investigations;
  • Analysing intelligence from classified and open sources;
  • Coordinating with national and international intelligence or law enforcement partners;
  • Delivering high-level intelligence briefings to senior officials.
  • Operational background in counterespionage, HUMINT, or information security environments is an advantage.
  • Valid Personnel Security Clearance (PSC) at EU SECRET level, or willingness to obtain it.
  • Required language skills: English (minimum B2 level) and French (minimum B2 level).
