Position Overview

As a Scientific R&D Data Steward supporting our client, you will play a pivotal role in shaping our success. The Office of Information Technology and Data Innovation (ITDI) at the Advanced Research Projects Agency for Health (ARPA-H) is responsible for overseeing the daily operations of the ARPA-H’s IT infrastructure and services. Successful candidates will be expected to create data management project plans and pipelines with key stakeholders to reduce costs and increase efficiency surrounding the collection, maintenance, and use of scientific and healthcare data. You will advise executive officials on biomedical data governance policy, standards, and use in direct support of the ARPA-H mission.
Primary Responsibilities
While not an exhaustive list, the key duties for the position include:
- Advise on data governance standards, handling practices, and potential solutions for various biomedical data types
- Draft policies supporting the use and sharing of agency research data; coordinate education efforts on best practices and use of data
- Build IT and data project plans and roadmaps; manage data requirements in take pipeline and prioritization
- Advise on scientific and healthcare data repositories, data types, or tools that could enhance programs; advise on data standards that will support the scientific vision and long-term growth
- Identify key stakeholders to collect pain points and requirements; socialize project plans to facilitate buy-in from stakeholders
- Identify cost efficiencies regarding data and technology infrastructure requirements
- Maintain current scientific knowledge of emergent biomedical data types, technologies, and standards; identify ways that re-use of data can support better science
Requirements
Minimum Education and Experience
- Bachelor's degree in related field
- 12+ years' relevant experience:
- A minimum of 10 years of experience in the areas of data management and governance
- A minimum of 10 years of experience managing biomedical data types to include data pertaining to EHRs, radiological imaging, digital pathology, and/or proteomics
Basic Requirements
- Experience in the management and handling of PII, PHI, CUI, and IP data while implementing FAIR and FHIR practices as related to data management
- Experience implementing minimum standards as related to the Gold Standard Science Executive Order when completing data management responsibilities and drafting policies pertaining to data management and stewardship
- Intermediate experience with Microsoft Office productivity software and collaboration tools such as Microsoft Teams and SharePoint.
- Experience in interacting and communicating with senior-level executives, including SES or GS-15, to deliver proactive and effective communications in complex or high-risk situations and ability to mentor others on communications best practices surrounding data management.
- Evidence of advanced data management technology skills and a commitment to learning, with effective use and ability to teach others about relevant tools - including understanding their security and privacy implications.
Skills That Set You Apart
- Certification in data management, science, or governance fields.
- Intermediate experience with AI tools, including their limitations and risks, and how they can be legally applied to support recruiting tasks.
- Expertise implementing monitoring mechanisms for data management effectiveness, identifies and oversees improvement in data stewardship, and established cost analysis techniques to make proactive recommendations to key stakeholders and leadership.
