Risk Intelligence and Global Monitoring Specialist provides operational support for World Central Kitchen’s safety and security efforts in active response environments. Reporting to the Vice President of Response Security and working closely with the VP of Response Technology, this role will help identify opportunities for global security monitoring automations and technological improvements, examine existing vendor solutions and bespoke tools, and will assist with implementation.

The specialist leads WCK’s global security monitoring and incident response efforts across multiple geographies and missions. The incumbent will support WCK’s operations by conducting proactive threat analysis and providing pre-travel briefings, providing in-the-moment security logistics support to our Field Security Managers and staff, serving as the case manager for medical emergencies and evacuations involving staff, leading staff accountability efforts during crises, and managing WCK’s Incident Reporting interface.

This role bridges Response Security and Response Technology. In addition to leading global security monitoring and incident response, the specialist serves as the operational owner of the Global Event Monitoring (GEM) platform, validating automated outputs and providing the feedback that helps the platform improve over time.

KEY RESPONSIBILITIES

Global Event Monitoring (GEM) Platform

  • Serve as the primary human-in-the-loop for the GEM platform, validating automated event triage and watchlist additions for accuracy and relevance
  • QA AI-generated outputs including event assessments — curating and correcting as needed
  • Provide structured feedback on model performance to enable continuous improvement of automated triage logic
  • Maintain data quality standards for the event watchlist, ensuring information is current, accurate, and actionable
  • Collaborate on platform enhancements, to define and refine triage criteria, thresholds, and escalation triggers

Response Security Operations

  • Work closely with the Vice President of Response Security to ensure security issues are addressed across WCK’s operating environments and to support appropriate span of control.
  • Coordinate stakeholder communication between field-based security teams and HQ to minimize coverage gaps and convene appropriate stakeholders during crises.
  • Serve as the primary case manager for staff medical emergencies, evacuations, and repatriations, working closely with the Vice President of People Response to ensure appropriate care.
  • Manage WCK’s duty of care provider and emergency hotline; develop joint policies and procedures to ensure critical incidents are managed promptly and effectively.
  • Conduct post-incident and post-crisis reviews; prepare detailed reports on incident handling and response effectiveness; and identify areas for improvement.
  • Design, implement, and continuously improve security operations center workflows, playbooks, and escalation pathways.
  • Serve as the primary point of contact for Field Security Managers operating across different time zones, including supporting journey management plan monitoring.
  • At the direction of the Vice President of Response Security, develop and maintain comprehensive incident management plans; conduct vulnerability and risk assessments; oversee threat monitoring programs; and integrate plans with stakeholders.
  • Work to scope automation of the role within a six month timetable.

Threat Intelligence

  • Evaluate, author, and disseminate accurate and timely global intelligence products to relevant stakeholders, clearly communicating risk based on impact, credibility, and likelihood.
  • Lead the adoption of agentic AI solutions for security and disaster monitoring, with particular focus on no-notice, life-safety threats.
  • Utilize virtual operations center technologies to manage critical event alerts, dashboards, and mass notification platforms.
  • Foster a collaborative environment with partners across WCK pillars and build strong relationships with public and private sector counterparts and NGO partners.
  • Use publicly available sources and advanced open-source research techniques to identify and assess potential threats to WCK personnel, assets, and humanitarian operations.

Travel Risk Management

  • Assess airline and air charter safety ratings and work with the WCK Travel Team to ensure appropriate transportation modes are used.
  • Partner with the WCK Travel Team to ensure all travel itineraries and lodging are accurately tracked in an interactive dashboard.
  • Maintain a global register of travel risk ratings by geographic location, using both established rating systems and independent analysis.
  • Conduct pre-travel briefings for WCK team members, providing country- and region-specific guidance to support traveler safety.
  • Collaborate with the Vice President of People Response to deliver identity-based traveler guidance and training.
  • Lead cross-team initiatives to align WCK travel risk practices with ISO 31030: Travel Risk Management – Guidance for Organizations.

Duration: This role is a six (6) month contract term position.
Rates: Contract rates are based on experience and location.

Requirements

  • Bachelor's degree in international relations, emergency management, or related field involving written analysis.
  • 5+ years of progressive experience in threat intelligence analysis, performing watch desk/GSOC duties, or travel risk management.
  • 2+ years of experience as an administrator of global security monitoring platforms used in a GSOC, EOC, or similar setting, with an emphasis on automated and AI driven tools.
  • 2+ years of experience working closely with a global duty of care provider (e.g., Global Guardian, ISOS, Crisis24, Control Risks, etc.)
  • Excellent written and verbal communication skills, ability to write for any audience and technical proficiency.
  • Experience with cross-team initiatives involving diverse skillsets and stakeholder groups.
  • Strong understanding of humanitarian principles and operational challenges in complex contexts.
  • Experience managing and operating a mass notification platform.
