Are you a highly skilled financial modeller with a passion for regulation, analytics and real business impact? Pennon Group is looking for a Regulatory Financial Modelling subject matter expert to lead the development, interpretation and use of our regulatory and econometric financial models. This is a unique opportunity to sit at the heart of our financial decision-making, working with senior leaders—including the Executive team—while shaping how one of the UK's major water groups operates. This is a challenging, diverse role where your expertise will directly influence both our statutory and regulatory reporting, our long-term business planning, and our future strategy. What you’ll be doing
  • As our Regulatory Financial Modelling Lead, you will:
  • Financial Modelling & Analysis
  • Build, develop and maintain dual Ofwat financial models (SWB, BRL, SES).
  • Ensure alignment with PR24 regulatory determinations.
  • Run stress tests, sensitivities and scenario analysis to guide strategy and investment decisions.
  • Regulatory Expertise & Horizon Scanning
  • Stay ahead of Ofwat policy developments and wider infrastructure sector trends.
  • Identify future modelling needs and adapt tools accordingly.
  • Data, Insight & Reporting
  • Ensure integrity and consistency across regulatory, shareholder and Treasury valuation models.
  • Translate complex data into clear, actionable insights for senior leadership.
  • Produce high-quality reports, commentary, and regulatory submissions.
  • Stakeholder Engagement
  • Work closely with business streams, senior leaders, regulators and auditors.
  • Draft consultation responses and support business planning and Price Review programmes.
  • Business Planning & Price Review
  • Lead the financial modelling of the company’s five-year business plan.
  • Support our Price Review work to secure strong, evidence-based outcomes.
  • What we’re looking for
  • Qualifications
  • ACA/ACCA/CIMA (or equivalent).
  • A postgraduate qualification with strong analytical content or extensive relevant experience.
  • Experience
  • Proven financial and strategic modelling experience, with models used in practice.
  • Experience working with large datasets—extracting, cleaning, linking and transforming data.
  • Ability to present complex analytical findings to non-technical audiences.
  • Regulatory sector experience and Price Review exposure desirable.
  • Skills & Knowledge
  • Advanced Excel and MS Power Tools.
  • Strong analytical capability and strategic thinking.
  • Understanding of economic regulation and econometrics (Desirable)
  • Programming skills (R/Python) and statistical software (Stata/SPSS/R) desirable.

  • Pragmatic, commercially minded problem solver.
  • Excellent communicator and relationship builder.
