Regional Vice President - Civil Construction Operations

We are looking for a Vice President of Operations to lead and scale regional construction operations across multiple heavy civil projects. This role is responsible for overseeing execution across a defined geographic region, ensuring projects are delivered safely, on schedule, and at strong margins. The position is best suited for a field-driven operations leader who has grown from project execution into multi-project oversight. This is a key leadership role focused on building structure, improving performance, and expanding operational capacity across a regional footprint.

Responsibilities

• Oversee a portfolio of concurrent heavy civil projects across a defined region, ensuring performance, schedule adherence, and profitability
• Lead and manage Project Managers, Superintendents, and field teams across multiple active job sites
• Drive operational consistency across projects including scheduling, cost control, and production tracking
• Allocate resources across projects including labor, equipment, and subcontractors to maximize efficiency
• Maintain accountability for regional P&L, forecasting, and cost-to-complete across all active work
• Coordinate with estimating and preconstruction teams to support project transitions and backlog planning
• Ensure compliance with municipal, agency, and regulatory requirements across multiple jurisdictions
• Identify operational gaps and implement systems, processes, and reporting structures to support growth
• Serve as senior escalation point for project-level challenges, resolving issues before they impact schedule or margin
• Support hiring, development, and performance management of operational and field leadership teams

Requirements

• 15+ years of experience in heavy civil construction (underground utilities, site development, roadway)
• Proven experience overseeing multiple projects simultaneously across a region (not single-project leadership)
• Prior experience in roles such as VP Operations, Director of Operations, Regional Operations Manager, or Senior PM overseeing multiple teams
• Demonstrated ownership of a $50M–$150M+ project portfolio across multiple active jobs
• Strong background in self-perform environments with deep understanding of field production and equipment utilization
• Experience managing teams of Project Managers, Superintendents, and field crews across multiple job sites
• Strong knowledge of permitting, inspections, and regulatory requirements across multiple municipalities or agencies
• Track record of improving operational systems, scaling teams, and building structure within a growing organization
