Position Overview

The Regional Finance Manager – Latin America is responsible for overseeing and strengthening financial management, treasury, accounting, grant compliance, and statutory coordination across Mexico, Guatemala, and Colombia.

Reporting to the Regional Director, this role ensures sound financial stewardship, statutory compliance, donor accountability, and operational efficiency, while collaborating and coordinating closely with the headquarters finance teams; and managing external accounting and payroll firms in the region, auditors, and country-level staff.

This is a strategic and hands-on role that translates organizational priorities into robust financial systems that support program delivery, compliance, and sustainable growth across the region.

Key Responsibilities

1. Accounting Oversight and Statutory Compliance (20 %)

·       Coordinate and supervise outsourced accounting firms to ensure timely, accurate, and compliant bookkeeping in each country.

·       Ensure full compliance with local accounting standards and statutory requirements in Mexico, Guatemala, and Colombia.

·       Ensure seamless integration between local operational accounting and Trickle Up’s central accounting system (MIP), enabling accurate consolidation of expenses and revenue across countries.

·       Review and validate reconciliations, general ledger entries, and supporting documentation to maintain complete, accurate, and audit-ready financial records.

·       Oversee statutory filings and ensure consistency and alignment across accounting, payroll, and tax records in all jurisdictions.

  • Demonstrated knowledge of accounting, tax, and compliance requirements applicable to donatarias autorizadas in Mexico, including reporting and regulatory obligations.

·       Lead ongoing capacity-building for outsourced accountants and internal teams on accounting standards, allocation methodologies, and cost-center coding to ensure accurate project allocations and strong financial controls across the region.

2. Financial Management, Planning, and Reporting (15%)

·       Lead regional budgeting, forecasting, and financial planning processes aligned with annual and multi-year program strategies.

·       Prepare and review monthly financial reports, including budget-to-actual analyses, variance explanations, and cash flow projections.

·       Ensure accurate allocation of costs by project, donor, and country in line with internal policies and donor agreements.

·       Provide timely, reliable financial information to the Regional Director, HQ, and senior leadership to support decision-making.

3. Treasury and Cash Management (20%)

·       Oversee regional cash flow planning and liquidity management across all countries and bank accounts.

·       Review and authorize funding requests, payment schedules, and disbursements in accordance with approval matrices.

·       Define, document, and maintain a tiered payment approval workflow (by amount and type), aligned with HQ and country teams, ensuring all payments are correctly coded and allocated before approval.

·       Coordinate with banks and external service providers to ensure efficient, timely, and compliant execution of payments.

·       Monitor financial risks related to cash management, foreign exchange, and country-level operations.

4. Audit Management and Internal Controls (15%)

·       Act as the regional focal point for financial audits, donor audits, and financial reviews.

·       Coordinate with external auditors and service providers to prepare schedules, reconciliations, and supporting documentation.

·       Strengthen and monitor internal controls, segregation of duties, and financial risk mitigation measures.

·       Lead follow-up on audit findings and implementation of corrective action plans.

5. Grant and Donor Financial Compliance (10%)

·       Ensure financial compliance with donor agreements, including restricted funds, cost eligibility, and reporting timelines, in coordination with Project Managers.

·       Review and validate donor financial reports prior to submission, ensuring accuracy and consistency with accounting records.

·       Support grant budgeting, financial projections, and amendments in coordination with program and development teams.

·       Maintain strong documentation and audit trails for all donor-funded activities.

6. Systems, Policies, and Process Improvement (10%)

·       Ensure consistent application of financial policies, procedures, and approval workflows across the region, updating them as needed.

·       Support the adaptation and implementation of HQ financial systems and reporting tools at the regional and country levels.

·       Identify process gaps and drive continuous improvement in financial and operational workflows.

·       Support capacity-building of country teams on financial processes, compliance, and reporting expectations.

7. Cross-Functional and External Coordination (10%)

·       Work closely with program, HR, and operations teams to ensure financial alignment with implementation realities.

·       Coordinate with external accounting, payroll, tax, and legal firms in each country.

·       Serve as the regional finance liaison with HQ finance, audit, and compliance teams.

Qualifications

Education

  • Fluency in English
  • Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or a related field (Master’s preferred)

Experience

·       7–10 years of progressive experience in financial management and operations, preferably in international NGOs or development organizations.

·       Bookkeeping or accounting experience in double entry, accrual accounting used in US-based non-profits, including funding and grant accounting, donor compliance, and audit coordination.

·       Demonstrated experience managing multi-country or regional finance operations.

·       Experience working with outsourced accounting, payroll, and tax service providers.

Knowledge and Skills

·       Proven ability to manage complex budgets, cash flows, and financial reporting.

·       Experience working with accounting systems (MIP experience strongly preferred).

·       High attention to detail with strong analytical and problem-solving skills.

·       Ability to communicate financial information clearly to non-finance stakeholders.

·       Strong organizational skills and ability to manage multiple priorities across countries.

·       Experience working across cultures and time zones in regional or global teams.
