Position Overview 

The Project Lead provides part-time, off-site management and oversight for a federal contract supporting grants management activities. The lead is accountable for the overall management of the task order and order personnel, including quality assurance of all products delivered to the Agency, availability of resources to complete all requirements, and coordination with the Agency Contracting Officer’s Representative (COR) and/or Team Leader. This role requires strong leadership, communication, and organizational skills, with the ability to effectively manage remote staff and ensure consistent delivery throughout the period of performance.

Key Responsibilities

·        Provide off-site, part-time oversight of all contractor personnel assigned to the task order.

·        Ensure adequate staffing coverage and availability of resources to complete all requirements.

·        Coordinate employee work schedules, including timesheets, leave requests, and coverage planning.

·        Manage personnel performance, address grievances, and take appropriate disciplinary actions when necessary.

·        Motivate staff to improve performance and quality throughout the duration of the period of performance.

·        Provide quality assurance oversight for all deliverables and products submitted to the Agency.

·        Monitor staff workload, performance, and productivity to ensure expectations and timelines are met.

·        Ensure work trackers and status reports are completed timely and reflect accurate, current status information.

·        Identify risks, challenges, and emerging issues early and recommend resolutions to maintain performance.

·        Serve as the primary point of contact for all matters related to task order management.

·        Coordinate with the COR and/or Team Leader to discuss activities, progress, workload, and potential issues and resolutions.

·        Meet with agency and contractor personnel as required to discuss task requirements, performance, and deliverables.

·        Respond promptly to agency questions, concerns, and requests for information.

·        Support task order modifications and management of performance issues, as needed.

·        Fulfill all task order reporting requirements, including progress reports and status updates, as required.

·        Ensure required documentation is delivered on time and meets agency standards.

·        Maintain accurate records of staffing, workload execution, and performance reporting.

Requirements

Required Qualifications

  • Bachelor’s degree in a business field (e.g., business administration, finance, accounting, management, or related discipline).
  • Minimum of five (5) years of experience successfully managing several direct reports.
  • Minimum of ten (10) years of experience with direct and relatable competitive grants.
  • Demonstrated experience supporting Federal grants lifecycle activities and coordinating with Agency stakeholders.
  • Strong leadership skills, including personnel management and project/task management to accomplish order requirements.
  • Excellent verbal, presentation, writing, and customer service skills.
  • Ability to manage staff remotely and maintain accountability. .
  • Strong organizational and time-management skills appropriate for a part-time oversight role.
  • Excellent written and verbal communication skills.
  • Ability to address performance issues, support staff development, and manage sensitive personnel matters.
  • Prior experience working with agency clients, contract representatives, or project leads preferred.
  • Proficiency with standard office tools and remote communication platforms (email, virtual conferencing, project management software).

Preferred Qualifications

  • Prior experience providing direct support to Federal agencies such as; The Department of Health and Human Services (DHHS), Health Resources and Services Administration (HRSA) or Department of Transportation (DOT), particularly in discretionary and competitive grant programs and cooperative agreements.
  • Proven experience applying 2 CFR Part 200 (Uniform Guidance) in program or financial management of federal awards.
  • Familiarity with federal contract compliance requirements, including timesheet management, leave tracking, documentation standards, and performance monitoring.
  • Strong problem-solving skills with the ability to identify issues early and propose practical resolutions.
  • Proficiency with remote communication tools (email, videoconferencing) and workflow tracking tools (e.g., SharePoint, Excel trackers, internal dashboards).
  • Ability to work independently, prioritize tasks, and maintain consistent communication despite limited monthly hours.
  • Understanding of quality assurance practices and strategies for motivating staff to improve performance and deliverable quality.
  • Project management or leadership training/certifications (e.g., PMP, CAPM, Lean Six Sigma, supervisory training) preferred but not required.
