Project Engineer – Studies & Proposals

As a Project Engineer, you will lead and support engineering study work and proposal development for mining, energy, and heavy industrial clients. This role is primarily office-based and focused on producing high-quality technical deliverables—studies, reports, and technical proposals—while coordinating inputs from internal and external subject matter experts. You will also complete project engineering tasks to support active projects as required.

Key Responsibilities:

Engineering Studies & Technical Deliverables

  • Plan, execute, and deliver engineering studies (e.g., scoping, trade-off evaluations, conceptual/pre-FEED/FEED-style support where applicable).
  • Develop study scopes, assumptions, methodologies, and deliverable outlines aligned with client needs.
  • Coordinate technical inputs from internal disciplines and external partners (e.g., process, mechanical, electrical, civil, ESG, cost, schedule).
  • Produce, compile, and quality-check study deliverables including:
    • Basis of Design / design criteria summaries
    • Technical memorandums and study reports
    • Option evaluations and recommendation packages
    • Risk registers, decision logs, and action trackers
  • Support cost/schedule inputs by coordinating with estimating and planning resources, ensuring assumptions are clear and traceable.
  • Apply practical engineering judgment to identify gaps, improve clarity, and strengthen technical defensibility of deliverables.

Technical Proposal Development

  • Lead or support the development of technical proposals for engineering, project engineering, and owner’s representative services (including secondment-type roles where relevant).
  • Write and assemble proposal content, including:
    • Understanding of the opportunity / problem statement
    • Proposed approach and methodology
    • Work plan, schedule, deliverables, and assumptions
    • Roles, responsibilities, and resourcing plans
    • Risk identification and mitigations
    • Hours estimates and price schedules
  • Coordinate proposal inputs from leadership and SMEs; ensure version control and timely internal reviews.
  • Ensure proposals are aligned with company standards, templates, and quality expectations.

Project Engineering Support

  • Support project execution teams with project engineering tasks such as:
    • Scope definition and change support
    • Vendor / contractor technical coordination
    • Technical query management and action tracking
    • Supporting QA/QC of engineering deliverables
  • Collaborate with project managers to maintain alignment on scope, schedule, and client expectations.

Client & Internal Collaboration

  • Maintain strong working relationships with clients through clear communication and dependable delivery.
  • Participate in internal process improvements, including development/refinement of templates, tools, and report/proposal standards.
  • Contribute to a culture of continuous learning, including mentoring/junior support where appropriate.

Work Schedule:

Office-based in Saskatoon, Saskatchewan, Monday to Friday, for 8 hours per day. Some flexibility for remote work may be available.

Travel is expected occasionally to support client relationships, kickoffs, workshops, or project needs (frequency based on workload).

Requirements

  • Must have:
    • Education in Engineering, Technology, Project Management, Trades, or other related fields.
    • Minimum of 5 years of experience in the mining, energy, consulting or heavy industrial sectors (study, engineering, or project engineering focus).
    • Demonstrated capability producing clear, structured technical writing (reports, memos, or proposals).
    • Strong organizational skills and the ability to manage multiple deliverables and deadlines.
    • Comfortable working primarily in a desk-based environment (reports/proposals/studies as the majority of the workload).
    • Must have reliable transportation for commuting to work and job sites on an as-needed basis.
  • Nice to have:
    • Registered with APEGS as a Professional Engineer (P.Eng.) or Engineering Licensee in Saskatchewan.
    • Registered with TPS as a Professional Technologist (P.Tech.) in Saskatchewan. (Job title would change to Project Technologist – Studies & Proposals)
    • Ability to act as Engineer of Record and/or provide professional sign-off on study deliverables, where required by scope and client needs.
    • Familiarity with common industry study stages and deliverables (trade-off studies, conceptual studies, FEED support).
    • Experience supporting project management deliverables (scope, schedule, cost, risk) within multi-disciplinary teams.
    • Experience with business development/proposal coordination and identifying new opportunities.
    • Working knowledge of contract administration, construction sequencing, and standard construction practices.
    • Proficiency with MS Office (especially Word and Excel) and AutoCAD; experience with PM tools is an asset.
    • Ability to flex hours and prioritize work independently.
  • Core Competencies:

    • Systems thinking: connects scope, assumptions, risks, cost, and schedule into coherent study/proposal packages.
    • Coordination & follow-through: can pull inputs from others and drive to closure without hand-holding.
