Introduction of PIN

People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. Along with PIN Mongolia, PIN now works in more than 30 countries globally. PIN’s global structure includes Headquarters (HQ) based in the Czech Republic, and PIN UK based in London, United Kingdom.

PIN came to Mongolia during the winter of 1993 with food and clothing donations as the Mongolian population struggled to adapt to the new realities resulting from the collapse of the Soviet Union. PIN returned to Mongolia during the dzud (extreme winter disaster) of 2009–2011, with the permanent office established in 2011. Since then, PIN has delivered more than 30 projects covering all 21 aimags (provinces), impacting thousands of people in rural and urban settings. These projects have focused on climate change and sustainable livelihoods, emergency response, gender and social inclusion, civil society empowerment and good governance, and education and skills development sectors.

Introduction of Project

The EU-funded Twin Transition – Civil Society Drives Mongolia’s Green and Digital Future project will be implemented over 2.5 years starting in 2026. Civil society organizations (CSOs) are increasingly at the forefront of responding to climate change while also adapting to a rapidly evolving digital environment. However, many CSOs still face limitations in organizational capacity, technical and digital skills, and access to sustainable financing, which hinders their ability to design, implement, and scale effective climate- and digital-related initiatives. At the same time, the complexity of climate and digital transformation requires stronger coordination, evidence-based advocacy, and sustained policy engagement to ensure that national responses are inclusive, locally grounded, and effective. The project addresses these challenges by supporting CSOs to strengthen their digital and climate resilience so they can act strategically, independently, and in collaboration with others—enhancing their internal capacities and resources, as well as their ability to network, advocate, and engage in policy dialogue that promotes environmental sustainability and digital transformation across the country.

Position Summary

Under the supervision of the Project Manager (PM) and in close coordination with the Finance and Operations teams, the Project Coordinator supports the day-to-day implementation of the Twin Transition project, with a primary focus on managing the Financial Support for Third Parties (FSTP)/sub-grant component

The role serves as the main focal point for sub-grantee CSOs, ensuring clear communication, smooth coordination of sub-grant processes, and strong compliance with donor requirements and PIN procedures. The Project Coordinator supports sub-grantees throughout the full sub-grant cycle by coordinating documentation and contacting steps, preparing disbursement requests, facilitating reporting, and flagging risks early for timely resolution. The role also contributes to sub-grantee capacity strengthening by providing guidance on budgeting, documentation, and reporting standards, and by conducting routine monitoring and support visits.

In addition to the FSTP portfolio, the Project Coordinator supports broader project implementation, including workplan tracking, logistics coordination, evidence collection, and preparation of inputs for reporting, MEAL activities, and administrative workflows. The role ensures that project documentation is complete, organized, and audit-ready, and contributes to an accountable, safe, and compliant implementation environment in line with PIN safeguarding policies.

Duties & Responsibilities

Under the supervision of the PM and in cooperation with CP counterparts, the Project Coordinator shall be responsible for the following:

-     Adhere to PIN Code of Conduct and Key Policies and other relevant guidelines and manuals;

-     Support the Project Manager to plan and coordinate day-to-day project implementation and timelines.

-     Organize and coordinate logistics for project activities, meetings, and partner sessions.

-     Track progress against the workplan, flag delays and risks, and propose solutions to the PM.

-     Serve as the focal point for FSTP/sub-grant management, including partner communication and follow-up.

-     Maintain sub-grant trackers covering contracting, disbursements, reporting deadlines, monitoring actions, and closure steps.

-     Support preparation of sub-grant agreements and due diligence steps for new sub-grantees in coordination with Finance and the PM.

-     Support sub-grantees on financial and administrative requirements, templates, and reporting standards.

-     Conduct first-level checks of sub-grantee financial reports and supporting documents; follow up on corrections.

-     Track partner advances and liquidations, monitor spending trends, and flag compliance risks early.

-     Coordinate disbursement request packages and support timely fund transfers to sub-grantees.

-     Plan and support periodic monitoring and support visits; document findings and follow up action plans.

-     Coordinate practical capacity building support for sub-grantees, including onboarding, coaching, and refresher sessions.

-     Support MEAL evidence collection from partners and contribute to lessons learned and good practices.

-     Support consolidation of partner reporting inputs and provide updates for internal and donor reporting.

-     Coordinate administrative processes that support smooth project implementation.

-     Prepare and completeness-check documentation required for procurement and payment requests.

-     Coordinate with contractors and relevant stakeholders, and ensure complementarity with other EU-funded actions.

-     Ensure project documentation is properly organized and archived in required systems.

-     Develop and maintain positive relationships with vendors, suppliers, and other partners;

And fulfils any other tasks as required.

Requirements

Qualifications

  • A university degree in finance, accounting, business administration, economics, international development, or a related field;
  • At least 3 years of relevant work experience in project/program implementation, grants, operations, or finance within the development, civil society, or public sector;
  • Practical knowledge and experience in financial management, including budgeting, cashflow tracking, financial reporting, and supporting audits in line with donor or organizational requirements;
  • Previous experience working with civil society organizations in and outside of Ulaanbaatar;
  • Experience supporting or coordinating projects funded by institutional donors (e.g., EU, UN agencies, bilateral donors) is an advantage;
  • Good understanding of basic compliance and controls for project expenditures, procurement documentation, and cost eligibility principles;
  • Strong stakeholder engagement and coordination skills, including working with government institutions, civil society organizations, and development partners;
  • Strong analytical, documentation, and report writing skills, including the ability to consolidate financial and narrative inputs into clear reports for donors and partners;
  • Ability to work independently and as part of a team, with good organizational, time management, and communication skills;
  • Good command of written and spoken Mongolian and English.
