About the role

Gaza continues to experience a humanitarian crisis and precarious security situation following the October 2025 ceasefire announcement. After two years of intense warfare, 1.2 million Gazans reside in temporary shelter – 57% of the prewar population – and around a quarter are at risk of famine. HALO has established a programme to enable the safe operations of other humanitarian actors addressing these needs, to respond to community needs directly, and to support early recovery through an integrated, cross-sectoral approach. HALO is seeking a highly capable, dynamic, and motivated Programme Manager to deliver these aims.  

The successful candidate will demonstrate superb judgment, leadership, and proven ability to manage varying risks and opportunities in complex environments. They will work closely with the PM West Bank and Head of Region to provide a coordinated and scalable response to Gaza’s ongoing crisis. 

The PM will enact the programme strategy, delivering safe, effective, and efficient field operations and support services both in Gaza and from supporting hubs in Israel and Jordan. The PM is responsible for ensuring the design and delivery of quality projects, providing consistent in-country leadership and accountability, security and all other risk management oversight, and developing a motivated and professional team.  

HALO Gaza will require staff drawn from across HALO, both those currently serving in international and national roles. They will be complemented by external recruits of varying experience and skills. The PM will therefore be an excellent leader and manager of diverse personnel.   

Ultimately, the PM will be responsible for delivering maximum value for beneficiaries in the grip of a humanitarian crisis. To do so, the PM will be required to: further develop HALO’s intervention and concept of operations; expand HALO’s footprint; manage and ensure compliance across of security, financial, operational, and other risks; and build a quality international and national team.  

The successful candidate will have experience in managing mine action operations in complex security and political environments, coordinating with national authorities, UN agencies, and other partners. The successful candidate must be prepared to utilise a generalist skill-set across all departmental functions to at least some extent, as they build their team, while also drawing upon MENAA regional and other HQ resources.  

Responsibilities:

  • Further establish HALO’s presence in Gaza and provide leadership for the programme, ensuring that operations are carried out safely and in line with SOPs and contractual obligations 
  • Enact the initial programme strategy, iterating where necessary  
  • Further develop the programme structure and concept of operations, responding to needs, funding, and ground realities 
  • Maintain open and professional relations with colleagues, promoting a strong team spirit and providing guidance, oversight and resources to enable staff to perform successfully 
  • Develop and sustain trusting and productive relationships with mine action, UN, NGO, and other relevant partners 
  • Work with HOR & Donor Relations Manager to identify funding opportunities, develop and maintain donor relationships through liaison and reporting, prepare concept notes and proposals, and brief as required.  
  • Work with regional and UK Finance to oversee sound financial and budgetary management in line with HALO procedures, donor obligations, and applicable regulations 
  • Work with UK and US Comms to support campaigns and events to raise awareness of HALO’s work with media and prospective donors 
  • Grow the country programme portfolio to maximize scale, reach, and impact by building a strong network of partnerships and diversifying programme resources 
  • Oversee risk management and compliance across all programme activities, including operational, political, security, financial, procurement, security, environmental, reputational, and health and safety  
  • Maintain a culture of safety and security throughout the country programme  
  • Take primary responsibility for management of safety and security for the country programme, including response to accidents, incidents and near misses they arise. 
  • Keep security, evacuation and contingency plans current and accessible to country programme staff 
  • Train and develop national and international staff, as well as those of local partners, to enhance skills and capabilities to support programme requirements 

Requirements

Essential 

  • Experience in planning and successfully implementing mine action projects, including target setting, budget design and operational management 
  • Demonstrable success in a similar role, including leadership in a complex environment 
  • Excellent communication and interpersonal skills, able to build effective working relationships with national and international staff 
  • Excellent spoken and written English 
  • Microsoft Office literacy  
  • Ability to multi-task, plan & prioritise tasks effectively, and work calmly under pressure 
  • Effective team player, able to motivate and create a strong team spirit 

Desirable 

  • Experience in remote operations management 
  • Experience working in the Middle East 
  • Arabic language skills 
  • SAFE, HEAT and First Aid qualifications 
  • IMAS EOD qualifications 
  • Familiarity with humanitarian response architecture, UN cluster system, UN Security Council & other political bodies 
  • Financial management experience, including use of Adaptive Insights, Netsuite, or similar 
  • Knowledge of international procurement
