ABOUT THE COALITION

The Building Decarbonization Coalition (BDC) aligns policymakers, market actors, organized labor, environmental justice groups, advocates and other stakeholders across priority states and regions to co-create and advance a common approach to phasing out gas appliances. Together, the states we are targeting represent 60% of the U.S. gas demand in buildings.

We are seeking a highly organized, collaborative Program Manager to lead contracts that conduct stakeholder outreach and engagement to communities and businesses across the building industry. This role sits within the Project Management Office (PMO) and is responsible for managing day-to-day program execution, coordinating across internal teams and external partners, and serving as a trusted point of contact for government, utility, and building industry stakeholders.

The ideal candidate brings strong project management fundamentals, excellent written and verbal communication skills, and experience working in complex, multi-stakeholder environments—particularly with public agencies, utilities, contractors, manufacturers, and community partners.

ESSENTIAL FUNCTIONS

Program & Contract Management

    • Manage the execution of multiple contracts, ensuring work is delivered on time, within scope, and on budget.
    • Develop and maintain project plans, timelines, workplans, and tracking tools to support successful delivery.
    • Monitor contract requirements, milestones, and deliverables; flag risks and recommend course corrections as needed.
    • Lead budgeting, invoicing, and reporting in coordination with finance and senior staff.

Stakeholder Outreach & Engagement

    • Coordinate outreach strategies targeting building industry stakeholders (e.g., contractors, manufacturers, distributors), community organizations, local governments, and other partners.
    • Support the planning and execution of meetings, workshops, trainings, events, and briefings.
    • Use data and analysis to inform adjustments to outreach strategies.
    • Help ensure stakeholder engagement activities are well-documented and aligned with program goals and funder expectations.
    • Contribute to outreach and engagement plans.

Client & Partner Coordination

    • Serve as a day-to-day point of contact for government and utility clients, maintaining clear, professional, and responsive communication.
    • Coordinate with subcontractors, consultants, and partner organizations to align roles, timelines, and expectations.
    • Prepare client-facing materials, including agendas, summaries, progress updates, and reports.

Cross-Organizational Collaboration

    • Work closely with internal teams (e.g., finance, communications, partnerships, technical experts, data/reporting) to support integrated program delivery.
    • Translate program goals and requirements into clear tasks and timelines for internal collaborators.
    • Contribute to continuous improvement by sharing lessons learned and best practices across programs.

SKILLS & QUALIFICATIONS

Core

    • 3–6 years of experience in program management, project management, or a related role.
    • Demonstrated experience managing contracts or projects in the $200K–$700K range (or comparable complexity).
    • Comfortable owning day-to-day decisions for assigned contracts and escalates scope, budget, and timeline changes to senior staff.
    • Experience with budget development and effective meeting facilitation. 
    • Experience working with Asana (or similar project management tools) and HubSpot (or similar CRM systems) to manage workflows, stakeholders, and reporting.
    • Experience working with government agencies, utilities, or other public-sector clients.
    • Familiarity with building industry stakeholders (e.g., contractors, manufacturers, energy efficiency or electrification programs) strongly preferred.
    • Strong organizational skills with the ability to manage multiple priorities simultaneously.
    • Excellent written and verbal communication skills, including experience preparing client-ready materials.
    • Proven ability to collaborate effectively across teams and with external partners.


Preferred

    • Experience supporting or managing outreach, engagement, or market transformation programs.
    • Experience applying an equity-centered lens to stakeholder engagement to ensure participation from historically under-resourced communities and businesses.
    • Background in energy, building decarbonization, sustainability, or infrastructure-related programs.
    • Comfort working in fast-paced, evolving environments with multiple stakeholders and funding sources.

WORK ENVIRONMENT, SCHEDULE, & TRAVEL

The Program Manager will work remotely from their home and can be based anywhere in the US, with candidates based in the greater Los Angeles area preferred.  Some travel will be required, respective of Covid-related health and safety guidelines.

COMPENSATION AND BENEFITS
