BryceTech is seeking an experienced Program Manager to lead and oversee program management support for the U.S. Space Force’s Rocket Systems Launch Program (RSLP II). This role serves as the Contractor Task Order Lead and primary interface with Government leadership, responsible for end-to-end execution of program management, acquisition support, cost control, and mission assurance activities supporting orbital and suborbital launch operations.

The Program Manager will provide strategic leadership across a multidisciplinary team supporting acquisition program management, PPBE activities, launch and rideshare service management, and acquisition engineering support in a highly secure, mission-critical environment.

Key Responsibilities:

Program & Contract Management

  • Serve as the Contractor Task Order Lead and single point of contact for the Government's Contracting Officer's Representative and technical leadership.
  • Manage all aspects of task order execution, ensuring compliance with the Performance Work Statement (PWS), CDRLs, QASP, and security requirements.
  • Develop, maintain, and execute the Task Order Management Plan (TOMP), including schedules, risk management, communications, quality management, and transition planning.
  • Lead transition-in and transition-out activities to ensure zero degradation of mission support.

Personnel & Subcontractor Management

  • Provide leadership and oversight for all contractor and subcontractor personnel.
  • Ensure staffing continuity, rapid vacancy resolution, and compliance with clearance and training requirements.
  • Manage subcontractor performance, integration, and Organizational Conflict of Interest (OCI) mitigation.

Customer Engagement & Reporting

  • Plan and lead project kick-off meetings, technical status meetings, and Quarterly Program Management Reviews (PMRs).
  • Prepare and deliver Monthly Status Reports (MSRs), financial reports, presentations, and other required deliverables.
  • Maintain continuous communication with Government stakeholders to identify emerging requirements and adjust priorities accordingly. 

Cost, Schedule & Risk Control

  • Oversee cost forecasting, budget execution, and limitation of funds tracking.
  • Ensure accurate invoicing, labor hour reporting, and GSA ASSIST submissions.
  • Lead risk identification, mitigation planning, and non-conformance resolution efforts.

Mission & Acquisition Support Oversight

  • Oversee contractor support to launch and rideshare service acquisition activities, mission integration, and readiness reviews.
  • Ensure coordination across acquisition planning, PPBE support, systems engineering, safety, and mission assurance functions.
  • Support classified and unclassified briefings, documentation, and reviews across multiple Space Force stakeholders.

Required Qualifications

  • Bachelor’s degree in engineering, business, program management, or a related field.
  • 10+ years of experience managing complex DoD or Intelligence Community programs.
  • Demonstrated experience serving as a Program Manager or Task Order Lead on large government contracts.
  • Strong understanding of DoD acquisition processes, PPBE, and program management best practices.
  • Proven experience managing cost-reimbursable contracts and multi-disciplinary technical teams.
  • Active TS/SCI clearance with eligibility for SAP and SCI access.
  • Ability to work on-site at Kirtland AFB and other Government locations as required.

Desired Qualifications

  • Experience supporting Space Force, SSC, SMC, or launch-related programs.
  • Familiarity with RDT&E programs, launch vehicle acquisition, or mission integration activities.
  • Experience supporting systems engineering, safety, and mission assurance functions.
  • PMP or equivalent program management certification.
