Job Description: 

The Program Manager provides senior leadership and strategic oversight for all Nuvolo Clinical EAM and OT Security Operations and Maintenance (O&M) activities in support of the VA Healthcare Technology Management (HTM) Service Line. This individual is responsible for planning, initiating, managing, executing, and closing out program activities in support of VA's integrated Health Care System, and serves as the highest-level contractor point of accountability to the VA. 

 Responsibilities: 

  • Oversee all contract performance activities including program planning, scheduling, risk management, quality assurance, and reporting in accordance with the PWS.
  • Assist the VA in the execution of targeted program goals, ensuring alignment with VHA HTM mission priorities and the Nuvolo Clinical EAM/OT Security platform objectives.
  • Plan, initiate, manage, execute, and close out programs in support of an integrated Health Care System.
  • Serve as the primary escalation point for program-level issues between the contractor team and VA contracting and program officials.
  • Oversee resource allocation across all labor categories, ensuring minimum staffing is maintained, sprint capacity is sustained, and key personnel substitutions are managed per PWS requirements.
  • Ensure all contractor personnel meet required security, training, and background investigation requirements prior to accessing VA systems.
  • Coordinate with the VA Contracting Officer (CO) and Contracting Officer's Representative (COR) on all matters related to contract administration, deliverable acceptance, and performance reporting.
  • Lead Quarterly Business Reviews and provide senior-level input on program management processes, risk, and milestone tracking.
  • Ensure contractor compliance with VA Directive and Handbook 6500, VA cybersecurity and privacy policies, and all applicable federal regulations. 

 Minimum Qualifications 

  • Master's degree in a relevant field from an accredited institution.
  • Minimum 10 years of experience in healthcare areas relevant to PWS task requirements.
  • Minimum 6 years of experience supporting a large corporation or government agency.
  • Active PMP certification or certification of similar quality. 

 Preferred Qualifications: 

  • ITIL Intermediate Level or ITIL Practitioner Level certification.
  • Certified ScrumMaster (CSM) or equivalent Agile/Scrum certification.
  • Experience with VHA or other federal healthcare agencies.
  • Experience delivering Nuvolo Clinical EAM and/or OT Security module.
  • Understanding of VISN, VAMC, and HTM/Biomedical Engineering department operations. 

 Eligibility: 

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
  • Must be able to obtain and maintain the required federal public trust clearance for this role 

Compensation: 

Salary for this position is determined by various factors, including but not limited to, location, the candidate’s particular combination of knowledge, skills, competencies and experience, as well as contract specific affordability and organizational requirements. The proposed salary range for this position is outlined below. 

Salary range: $125,000 - $185,000
