This senior-level role is responsible for leading and overseeing the delivery of retirement and benefits services under a federal contract. The Program Manager III will manage a team of HR professionals, ensure compliance with federal retirement regulations, and drive operational excellence across retirement counseling and processing functions. This role involves strategic oversight, quality assurance, and coordination with agency stakeholders, while providing mentorship and leadership to staff. The position offers a dynamic, remote work environment where expertise in federal retirement systems and benefits is leveraged to make a measurable impact. Strong communication, organizational skills, and leadership capabilities are key for success in this position.
Accountabilities:
· Provide strategic leadership and oversight for retirement-related services, ensuring compliance with federal regulations.
· Supervise and support HR specialists in managing complex retirement cases, including eligibility, annuity estimates, and benefits counseling.
· Ensure consistent and accurate use of retirement processing systems and platforms.
· Monitor and evaluate program performance, identifying process improvements and implementing enhancements.
· Serve as a senior advisor on retirement laws, CSRS/FERS regulations, and post-retirement benefits including TSP, FEHB, FEGLI, FSA, FEDVIP, and FLTCIP.
· Oversee preparation and submission of retirement applications, ensuring timeliness and accuracy.
· Develop and maintain documentation, training materials, and standard operating procedures.
· Mentor and develop HR staff, fostering a culture of collaboration, accountability, and professional growth.
Requirements
· Minimum of 7-8 years of federal retirement experience in a senior or advisory role within the last ten years.
· Expert knowledge of CSRS, FERS, TSP, FEHB, FEGLI, and other federal benefit programs.
· Proficiency in retirement processing platforms such as GRB and ORA.
· Strong leadership, communication, and stakeholder engagement skills.
· Ability to manage sensitive retirement cases with discretion and professionalism.
· Preferred: Bachelor’s degree in a related field and PMP or equivalent certification.
