Program Manager, HEDIS-AMP

The Program Manager, HEDIS/AMP is responsible for owning and operating the end-to-end execution model for the AMP program, while supporting strategic alignment with broader HEDIS quality reporting initiatives.
This role serves as the central point of accountability for AMP program delivery, ensuring timelines are predictable, scalable, and resilient in a highly regulated, client-facing environment. While AMP is distinct in structure and geography (e.g., CA AMP), the competencies required mirror HEDIS program leadership, including quality reporting oversight, cross-functional coordination, deadline management, audit readiness, and client engagement.
The Program Manager designs and maintains a structured, capacity-aware execution framework that ensures operational rigor, reduces delivery risk, and enables program growth.
Success in this role requires strong operational judgment, disciplined execution under fixed deadlines, cross-functional leadership, and the ability to translate complex healthcare quality requirements into executable delivery plans.
Program Ownership & Delivery Accountability
- Own and manage the end-to-end AMP program lifecycle, from intake and planning through execution, validation, reporting, and client delivery
- Serve as the primary point of accountability for AMP program performance, timelines, and client satisfaction
- Ensure delivery against fixed, non-negotiable regulatory and client deadlines
- Provide structured status reporting, risk visibility, and escalation to leadership
Execution Model & Operational Design
- Design and maintain a process-driven, capacity-aware execution model that improves predictability and scalability
- Translate quality reporting requirements (HEDIS-aligned competencies and AMP specifications) into clear, executable timelines and work plans
- Establish and maintain a structured system of record for milestone tracking, documentation, risk logs, and delivery confirmations
- Identify opportunities to streamline workflows and reduce reliance on institutional knowledge
Cross-Functional Leadership
- Coordinate cross-functional stakeholders including Technical Leads, SMEs, Data/Validation teams, Client Success, and Operations
- Ensure clear ownership, effective handoffs, and disciplined follow-through across workstreams
- Align competing priorities and manage interdependencies across concurrent initiatives
Risk Management & Audit Readiness
- Proactively identify delivery risks, assess operational impact, and implement mitigation strategies
- Oversee issue management and resolution for client and auditor inquiries
- Ensure validation tracking, quality review processes, and documentation support audit-sensitive deliverables
- Minimize rework, downstream disruption, and deadline volatility
Client & Stakeholder Engagement
- Serve as a senior client-facing contact for AMP program operations
- Translate technical and regulatory requirements into clear communication for internal and external stakeholders
- Support program-specific webinars, reporting updates, and stakeholder briefings
Continuous Improvement & Scalability
- Lead post-mortems and operational reviews to drive continuous improvement
- Strengthen documentation, training materials, and onboarding processes
- Enable scalable growth of AMP while maintaining execution rigor and delivery confidence
Requirements
- Bachelor’s degree or equivalent practical experience
- 7+ years of experience in program management, healthcare quality reporting, HEDIS operations, or regulated healthcare environments
- Demonstrated progression in scope and accountability within program or operations roles
- Experience managing deadline-driven initiatives with multiple cross-functional dependencies
- Proven ability to operate effectively in ambiguous, fast-paced environments
- Strong organizational, prioritization, and risk management skills
- Ability to translate complex regulatory or technical requirements into structured execution plans
- Excellent written and verbal communication skills across technical and non-technical stakeholders
Preferred Qualifications
- Experience leading HEDIS programs or quality reporting initiatives
- Familiarity with AMP program requirements or California quality programs
- Experience managing audit-sensitive deliverables
- Experience building scalable program infrastructure in a growing organization

The salary for a position is typically determined by multiple factors such as the individual's qualifications, experience, skills, and location. The projected compensation range for the position may vary based on these factors and could range from $110,000 to $120,000 (annualized USD).
