The Program Manager, Health Plan Data Submissions is responsible for designing, owning, and operating a process-driven, capacity-aware planning and execution model for the Submission Files Team, with primary accountability for Health Plan Data Submissions, including HPDE, Bridge, PayerOne, and DAV. 

  

This role ensures submission timelines are predictable, scalable, and resilient to ad-hoc demand, while maintaining clear visibility, governance, and accountability across stakeholders. The Program Manager owns the end-to-end planning, coordination, and execution of submission cycles, delivering against non-negotiable deadlines in a complex, highly regulated environment. 

  

Serving as the central point of accountability for submission delivery, this role works cross-functionally with Configuration, File Generation, Validation, and Delivery teams to align capacity, timelines, and priorities. Success requires strong operational judgment, disciplined execution, attention to detail, and the ability to manage ambiguity while ensuring data accuracy and minimizing delivery risk. 

 

Responsibilities:  

  • Own and manage the end-to-end Health Plan Data Submissions program lifecycle (HPDE, Bridge, PayerOne, DAV), from intake and planning through file generation, validation, submission, and confirmation 
  • Design and maintain a capacity-aware, input-driven execution model that replaces static calendar-based planning and improves delivery predictability 
  • Ensure delivery against fixed, non-negotiable submission deadlines while managing competing priorities and ad-hoc demand 
  • Serve as the primary point of accountability for submission delivery, providing clear status reporting, risk assessment, and escalation to stakeholders and leadership 
  • Translate technical, operational, and business requirements into clear timelines and executable delivery plans 
  • Coordinate cross-functional teams to ensure clear ownership, effective handoffs, and timely execution 
  • Proactively identify delivery risks, assess impact, and implement mitigation strategies to minimize errors, rework, and downstream disruption 
  • Establish and maintain a structured system of record for submission requests, milestone tracking, and delivery confirmations to reduce manual coordination risk 

Requirements

  • Bachelor’s degree or equivalent practical experience 
  • 3–5 years of experience in program management, operations, or delivery roles supporting complex, deadline-driven initiatives 
  • Demonstrated progression in scope and accountability within program or operations roles 
  • Experience managing programs with multiple dependencies and fixed delivery timelines 
  • Proven ability to operate effectively in ambiguous, fast-paced environments 
  • Strong organizational, prioritization, and attention-to-detail skills 
  • Ability to understand and translate complex data, file formats, and technical processes into executable plans 
  • Excellent written and verbal communication skills across technical and non-technical stakeholders 
  • Experience in healthcare data exchange, quality reporting, or regulated healthcare environments 
  • Familiarity with Health Plan Data Submissions workflows, including HPDE, Bridge, PayerOne, or DAV 
  • Experience coordinating cross-functional technical and operational teams 
  • Experience supporting audit-sensitive or compliance-driven deliverables
