The Red Gate Group is seeking an experienced Program Management Support professional to support the National Geospatial-Intelligence Agency (NGA) within the Analysis Services Integrated Program Office (IPA). This role provides end-to-end program and acquisition lifecycle support for mission-critical analysis services that directly enable NGA’s intelligence mission.
As a trusted advisor to government leadership, you will help shape acquisition strategies, manage complex program documentation, support testing and agile execution, and provide analytical insight that informs key programmatic decisions across the Intelligence Community (IC).
Key Responsibilities
Acquisition & Program Lifecycle Support
- Develop, prepare, and present acquisition documentation for government approval, including:
- Acquisition Strategies
- Requests for Proposal (RFPs)
- Statements of Work (SOWs) and Statements of Objectives (SOOs)
- Task Descriptions (TDs)
- Independent Government Cost Estimates (IGCEs)
- Source Selection Plans, Evaluation Criteria, and Award Fee Plans
- Serve in an advisory role on source selection panels, document source selection findings, and support the government during protest defense activities as required.
- Provide project management support across the full acquisition and program lifecycle, from early planning through execution and sustainment.
Program Documentation & Cost Analysis
- Support the development, maintenance, and coordination of the Analysis Services Intelligence Capability Baseline Description (ICBD), including technical writing support throughout the NGA/CAPE Agency Cost Position (ACP) and ODNI Independent Cost Estimate (ICE) processes.
- Create, maintain, and coordinate the Analysis Services Program Office Estimate (POE) associated with the ICBD.
- Develop and maintain artifacts supporting Milestone A and Milestone B efforts, including:
- Program Management Plan
- Acquisition Strategy
- Concept of Operations (CONOPS)
- Cybersecurity Strategy
- Test and Evaluation Master Plan (TEMP)
- Systems Engineering Plan (SEP)
- Program Protection Plan (PPP)
- Life-Cycle Sustainment Plan
Financial, Testing & Agile Support
- Prepare, review, and submit financial documentation and artifacts, including Air Force Form 9s and Military Interdepartmental Purchase Requests (MIPRs) using PRISM or other agency systems.
- Support oversight, test monitoring, verification, and agile backlog management across IPA programs.
- Participate in planning, execution, oversight, and review of program test activities, including:
- Release Planning Events (RPEs)
- Factory and Site Acceptance Testing (FAT/SAT)
- Operational Readiness Reviews (ORRs)
- Operational Acceptance Reviews (OARs)
- Regression and user testing
- Discrepancy Report (DR) verification and resolution testing
- Assist in verification and validation of new and existing system requirements.
Stakeholder Coordination & Risk Management
- Participate in technical exchange meetings, program reviews, acquisition panels, and configuration boards to ensure IPA representation.
- Support risk identification and mitigation in accordance with NGA and program-specific risk management processes.
- Support formulation and analysis of new requirements and Requests for Change (RFCs), working with NGA review boards, systems integrators, and segment contractors to develop impact statements.
- Provide analytical recommendations informed by Analysis mission, exploitation, and GEOINT reporting systems knowledge, as well as familiarity with NGA, DoD, and IC environments.
Required Qualifications
- Demonstrated experience in acquisition, acquisition planning, and development of government acquisitions.
- Active TS/SCI clearance with CI eligibility.
- Bachelor’s degree (B.A. or B.S.) in program management, business, computer science, management, geography, geospatial information systems (GIS), cartography, or a related field—or equivalent professional experience.
- Experience with agile software development or possession of agile certifications (e.g., SAFe).
Desired Qualifications
- Experience with and knowledge of cloud computing technologies.
- Experience supporting Military, Department of Defense, or NGA acquisition programs.
