We have an opening for a Program Administrator to support and enhance the administrative functions within the Office of Classification and Export Control (OCEC). As a member of the management team, you will lead and participate in business, workforce, and operational activities, implementing administrative policies and procedures to drive operational excellence. This position is in the Strategic Deterrence (SD) Directorate.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options, may vary based on the needs of the team and the organization.

These positions will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role you will

  • Clarify, coordinate, and disseminate information; assess and respond to inquiries, prioritize actions, and ensure timely resolution of a wide range of issues.
  • Evaluate, develop, and implement processes and procedures to streamline OCEC operations; provide input to improve organizational practices.
  • Collaborate with the OCEC Program Leader to manage day-to-day business activities; research and analyze data to support operational deliverables.
  • Coordinate activities of OCEC non-exempt staff, ensuring alignment with established procedures.
  • Advise senior leadership and implement operational strategies; escalate issues as appropriate. Research and analyze business, operational, and organizational issues; prepare reports to support management decision making.
  • Oversee management of OCEC electronic and hard-copy files; coordinate with auditors and ensure compliance during reviews. Establish and maintain complex databases, spreadsheets, and tracking systems to monitor action items and follow up on pending tasks.
  • Manage and oversee OCEC office space activities, including support for VTR and classified areas, while ensuring adherence to all relevant security and operational standards.
  • Perform other duties as assigned.

Additional job responsibilities, at the A01.3 level 

  • Research, analyze, and interpret complex business, operational, and organizational data; prepare detailed reports and recommendations for management to support decision making and process improvements.
  • Develop, implement, and evaluate business and administrative processes and procedures for the OCEC, ensuring alignment with institutional policies and regulatory requirements.
  • Serve as an advisor to senior leadership, providing expertise on compliance, operational strategies, and the consistent application of policies; escalate significant issues to management and contribute to the development of organizational practices.
  • Assist the OCEC Program Leader with budgeting, forecasting, and cost control activities.
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire. 
  • Demonstrated proficiency in analytical skills with the ability to identify and resolve operational problems using sound judgment and discretion.
  • Experience supporting recruitment and hiring practices, reviewing job listings and personnel actions, and applying HR policies and compliance requirements (e.g., FLSA, ADA, EEO).
  • Knowledge of administrative policies and procedures, with experience interpreting and implementing them in a business environment.
  • Demonstrated ability to appropriately handle sensitive and/or classified documents in accordance with Laboratory policies and procedures.
  • Experience coordinating and participating in business, operational, and organizational activities, and applying a variety of policies, procedures, and guidelines.
  • Effective interpersonal skills and ability to interact with personnel at all levels, internal and external to the Laboratory. Strong written and verbal communication skills to present information and explain procedures clearly.
  • Proficient in the use of personal computers and business software applications, including MS Office Suite.

Additional qualifications at the A01.3 level

  • Associate’s degree in a related field, or equivalent combination of education and
    experience; Bachelor’s degree preferred.
  • Extensive experience leading and overseeing business, operational, or organizational projects and initiatives, with advanced analytical and research skills.
  • Demonstrated ability to advise management, influence organizational practices, and interpret/apply policies to complex, unique situations.

  • Experience working in a classified environment.
  • Bachelor’s degree in a related field, or equivalent combination of education and experience; professional certification preferred.
