STARTING SALARY RANGE: $72,000 - $77,000

POSITION CAN BE BASED IN: Philadelphia, PA; Pittsburgh, PA; or Cleveland, OH

POSITION SUMMARY: The People & Culture Manager will administer human resources policies and programs, balancing employee advocacy and business operating needs. This role will promote equity, fair treatment, positive employee relations, and ensure compliance with state and federal employment laws. At its core, this position provides comprehensive HR support in the areas of recruitment and retention, compensation and benefits, employee relations, performance coaching and management, and proactive problem identification and resolution. The People & Culture Manager understands and supports the accomplishment of organizational priorities, and develops internal relationships that allow for better decision-making and organizational effectiveness. This position will be deeply involved in solving complex HR- and culture-related issues, with a strong focus on employee engagement, benefits administration, payroll coordination, professional development, performance evaluations, and culture integration. There is also opportunity for developing and refining organizational systems and practices.


 

ESSENTIAL JOB FUNCTIONS:

  • Collaborates with senior leadership to align staffing, recruiting, retention, and culture integration goals with organizational strategy, while refining and implementing employee standards, procedures, and HR systems to support those objectives

  • Formulates and implements policies, procedures, and processes to support New Voices’ organizational needs, including onboarding, offboarding, and employee transitions.

  • Administers Human Resources programs including, but not limited to, compensation and benefits, payroll coordination, performance and talent management, employee relations investigations, and professional development.

  • Works internally to plan and coordinate training and development programs that support professional growth, political education, management/leadership, and compliance needs.

  • Performs employee relations functions including support and counseling regarding personnel and job-related conflicts, problem solving and dispute resolution, managing employee performance issues, reviewing termination requests, and conducting exit interviews.

  • Facilitates New Voices’ employee benefits, including open enrollment, renewals, and benefit enhancements, and serves as liaison between broker and staff. Ensures accurate onboarding, transition, COBRA information, and benefits communication.

  • Maintains employee records in compliance with state and federal requirements; ensures all employment practices comply with applicable local, state, and federal laws.

  • Works with appropriate staff to coordinate culture-building efforts, including staff celebrations, retreats, and all-staff training; benchmarks and measures progress toward staff development and organizational goals.

  • Performs other duties as needed.


 

EDUCATION/ EXPERIENCE/ MINIMUM REQUIREMENTS:

  • Bachelor’s degree in a relevant or related field or an equivalent combination of education and experience.

  • Five (5) years’ minimum progressive human resources experience required, with demonstrated experience in benefits administration (preferably in Pennsylvania and/or Ohio).

  • Strong organizational skills that reflect the ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail and time management.

  • Proficiency with or the ability to quickly learn New Voices’ HRIS, payroll, benefits, and talent management systems.

  • Excellent interpersonal skills paired with a strong background in project management and driving outcomes.

  • Strong analytical and problem-solving skills, ability to prioritize tasks and delegate when appropriate.

  • Ability to adapt to the needs of the organization and employees.

  • Excellent verbal and written communication skills.

  • Strong organizational skills that reflect the ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail and time management.

  • Ability to handle sensitive information with discretion and maintain confidentiality.

  • Proficiency in Google Suite or related software systems.

  • Location preference: Philadelphia, PA strongly preferred, followed by Cleveland, OH, then Pittsburgh, PA. All employees must be residents of either PA or OH.

ORGANIZATIONAL RELATIONSHIPS:

WORKING CONDITIONS: Works in a typical office setting with no exposure to adverse environmental conditions: 1) Works in a hybrid work model, with travel to New Voices offices in Philadelphia, Pittsburgh, or Cleveland to accomplish essential job functions as needed. 2) Frequently required to work at a fast pace. 3) Requires considerable concentration and creativity. 4) Prolonged periods of sitting at a desk and working on a computer. 5) The ability to lift 15 pounds with or without assistance. 6) Requires irregular hours including evening and weekend work.
