Role Overview
The Overseas Purchasing Manager is responsible for local telecom market intelligence, operator resource development, procurement coordination, and supplier relationship management, with a focus on A2P SMS and voice services.
This role supports overseas market expansion through supplier sourcing, cost optimization, and ongoing partner management.

Requirements
Key Responsibilities
Market Intelligence & Opportunity Identification
- Collect and analyze local telecommunications market information, including trends, opportunities, and operator dynamics.
- Provide timely feedback and insights to support procurement and commercial decision-making.
Operator Resource Development & Procurement
- Develop and manage local telecom operator resources (SMS and voice).
- Maintain long-term supplier relationships with a focus on cost reduction and procurement efficiency.
- Support the achievement of procurement targets through effective negotiation and supplier coordination.
Coordination & Support
- Assist management with ad hoc or temporary tasks related to procurement, supplier engagement, or market expansion.
- Actively support procurement processes to ensure closed-loop execution from sourcing to delivery.
Qualifications
Education & Experience
- College degree or above.
- 2-4 years of work experience.
- Minimum 2 years of experience with telecom operators or peer operator companies is preferred.
- Strong local market familiarity in Brazil, with access to operator resources.
Skills & Capabilities
- Strong business negotiation and supplier relationship management skills.
- Ability to independently manage supplier coordination and drive procurement processes to completion.
- Good understanding of telecom operator ecosystems, particularly A2P SMS and voice.
Language Requirements
- English: Good listening, speaking, reading, and writing skills.
- Chinese: Preferred but not mandatory.
Compensation & Benefits
- Annual Salary Range: RMB 100,000 – 200,000
- Payment Structure: 12 monthly payments

- Proven experience in operator development and commercial negotiations.
- Prior employment with a telecom operator.
- Industry background in A2P SMS & Voice services.
