We are seeking a Functional General Ledger (GL) Subject Matter Expert (SME) to support an Oracle E-Business Suite (EBS) Financial Modernization Project. The GL SME will play a critical role in the modernization, enhancement, and ongoing support of federal financial management processes, ensuring compliance with federal accounting standards, OMB guidance, and Treasury requirements. 

The ideal candidate brings deep functional expertise in Oracle EBS General Ledger, hands-on experience with federal financial systems, and a strong understanding of government accounting and reporting. 

Responsibilities

  • Serve as the Functional SME for Oracle EBS General Ledger 

  • Provide expert guidance on GL configuration, setup, and best practices within a federal financial environment 

  • Act as a liaison between business stakeholders, functional teams, and technical developers 

Financial Modernization & Implementation 

  • Support financial system modernization initiatives, including upgrades, enhancements, and integrations 

  • Analyze current-state financial processes and support future-state design aligned with federal standards 

  • Assist with data conversion, reconciliation, and validation activities related to GL balances and accounting structures 

Federal Accounting & Compliance 

  • Ensure compliance with U.S. Standard General Ledger (USSGL), OMB Circulars, Treasury Financial Manual (TFM), and federal accounting standards 

  • Support month-end, quarter-end, and year-end close processes, including trial balances and reconciliations 

  • Assist with preparation and validation of financial statements and financial reports 

Testing, Deployment & Support 

  • Lead and support functional testing efforts (SIT, UAT), including test script development and execution 

  • Validate GL-related interfaces, reports, and downstream financial impacts 

  • Provide post-deployment support, issue resolution, and knowledge transfer 

Documentation & Stakeholder Engagement 

  • Develop and maintain functional design documents, process flows, and SOPs 

  • Support training sessions and provide guidance to end users and stakeholders 

  • Participate in project status meetings, reviews, and planning activities 

 

Required Qualifications 

  • Bachelor’s degree in Accounting, Finance, Business, or a related field (or equivalent experience) 

  • 8+ years of functional experience with Oracle E-Business Suite (EBS) General Ledger 

  • Demonstrated experience supporting federal financial systems 

  • Strong knowledge of: 

  • General Ledger accounting 

  • Federal accounting principles and reporting 

  • USSGL and Treasury reporting requirements 

  • Experience supporting financial system modernization or transformation initiatives 

  • Ability to translate business requirements into functional system solutions 

  • Strong written and verbal communication skills 

  • Active or ability to obtain a Public Trust

 

Preferred Qualifications 

  • Experience with additional Oracle EBS Financials modules (AP, AR, FA, CM) 

  • Experience working with federal shared service providers 

  • Prior experience supporting large-scale financial system implementations
