The Operations Manager provides senior-level operational, analytical, and management support to OUSD(R&E) leadership. This role supports the planning, execution, oversight, and continuous improvement of programs, initiatives, and operational processes in a fast-paced, mission-critical environment.

Operations Managers partner closely with Government leadership, Program Managers, and functional teams to ensure initiatives are effectively planned, executed, measured, and communicated. The role requires strong leadership, analytical rigor, and the ability to translate complex efforts into clear, actionable insights for senior decision-makers.

Key Responsibilities:

  • Provide operational and management support to senior OUSD(R&E) leadership across programs, initiatives, and major work efforts

  • Analyze programs and projects against established goals, objectives, and performance metrics

  • Develop, implement, and maintain performance metrics and tracking mechanisms to support performance management and continuous improvement

  • Prepare reports, briefs, and executive-level summaries highlighting progress, risks, and outcomes

  • Lead or support planning and execution of projects, initiatives, and major work efforts

  • Develop planning artifacts including project plans, charters, schedules, Gantt charts, and overview briefs

  • Facilitate integrated project and initiative teams, including meeting preparation, execution, and follow-up

  • Develop executive-level status briefings and decision support materials

  • Assist Government leadership with personnel management, cost estimating, strategy formulation, and business process initiatives

  • Support development of frameworks that distill complex issues into clear courses of action for senior decision-makers

  • Provide recommendations to Government clients to improve effectiveness, efficiency, and mission outcomes

  • Support secure operations by assisting with compliance related to classified programs, sensitive information, and operational security requirements

  • Interact professionally with senior leaders, action officers, and stakeholders across DoD organizations

Education:

  • Bachelor’s degree from an accredited college or university

  • OR four (4) additional years of specialized experience may be substituted in lieu of degree

Experience:

  • 3+ years of experience supporting projects, programs, or operations in a government or contractor environment

  • Demonstrated experience providing strategic operational support to senior Government or military leadership

  • Proven ability to lead planning efforts, manage performance metrics, and brief executive audiences

  • Experience managing risk, resolving issues, and driving corrective actions

Security Requirement:

  • TS/SCI eligibility required
