1. SUMMARY
Over the past decade, the scope of issues covered by the Emerging Security Challenges Division has evolved substantially. Cyber and energy security related tasks have matured and expanded. The work of the Division now also includes climate change, technological innovation, critical undersea infrastructure protection, data policy, as well as Artificial Intelligence developments, and hybrid threats.
 
Under its new name, the Innovation, Hybrid and Cyber (IHC) Division provides a coordinated approach for NATO to these unconventional threats and new developing security challenges. The term hybrid encompasses energy security, climate change and critical undersea infrastructure protection.
 
IHC will also continue to promote security cooperation on these challenges through a variety of programmes, collaborating via the SPS Programme with Partner nations, academia and with other International Organisations, but also focussing on technological innovation and capability development and experimentation projects and programmes. Recently Allies established the Data and AI Review Board (DARB) that acts as the focal point for NATO’s work on Responsible AI and serves as a unique platform to exchange best practices, guide innovators and operational end-users throughout the development phase.
 
The Data & Artificial Intelligence Policy Unit (DAIP) is responsible for advocating, leading, and helping manage the responsible use of data and AI for NATO including supporting the DARB’s activities. It provides policy leadership, drives policy adoption, and establishes high-level frameworks and enablers to empower NATO to draw value from both open source and NATO and Allied generated data focusing on Alliance operations and missions. The unit plays also a key role in NATO’s Digital Transformation efforts. The Responsible AI Officer contributes to shaping, delivering and implementing policies, initiatives, toolkits and standards that aim at ensuring that NATO adopts AI in its digital systems and processes as well as in exercises and operations in line with our Principles of Responsible Use.
 
2. QUALIFICATIONS AND EXPERIENCE
Essential
 The incumbent must:
  • possess a Master’s degree, from an institute of recognised standing, in the field of data science, computer science, artificial intelligence, information technology, or law, or related field;
  • have at least 5 years of relevant professional experience, preferably in areas such as data science, AI, digital technologies or related;
  • have significant professional experience in policy development and delivery, preferably in areas related to the responsible use of AI, AI governance, AI standardization or AI risk assessment;
  • have experience working in a multilateral environment or an environment with a variety of stakeholders from multi-cultural backgrounds;
  • have an in-depth understanding of critical developments relating to data and AI, including policy, research and market developments;
  • have excellent oral, drafting and presentation skills;
  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.
Desirable
The following would be an advantage:
  • relevant professional experience in a national administration, an international organisation, a research institute or specialised body working with scientific and academic communities in the context of major contemporary international political, politico-military and defence questions;
  • an in depth understanding of the implications of data science, AI or other emerging and disruptive technologies to defence and security;
  • an extensive professional network in the field of AI governance and responsible AI;
  • experience with managing policy or research programmes related to emerging technologies.
3. MAIN ACCOUNTABILITIES
Policy Development
Work towards future policy development in the field of responsible use of AI, including in emerging areas such as generative AI. Support the review and implementation of NATO’s AI Strategy and associated policy and standardization work, including supporting NATO’s Data and AI Review Board. Prepare policy documents, food-for-thought papers etc. for committee level discussions. Contribute to relevant policy initiatives as part of NATO’s Digital Transformation.
 
Project Management
Lead and cooperate on the development, management and monitoring of programmes in the field of responsible AI to help accelerate NATO’s efforts in this field, with a focus on helping accelerate AI adoption throughout the Alliance, embedding AI in NATO’s digital systems and processes as well as in exercises and operations.
 
Expertise Development
Work with national Delegations, members of NATO’s Data and AI Review Board, as well as other NATO bodies and external experts to support the development of policies, standards, assessments and toolkits that help NATO adopt AI in line with our Principles of Responsible Use. Contribute to the development and implementation of NATO’s responsible AI certification standard and toolkit. Support the assessment of how NATO’s AI systems apply the standard, in cooperation with system owners. Support AI capacity building in Allied nations. Support NATO’s Digital Transformation efforts with expertise in AI. Prepare briefs, input papers, speeches, etc. to support the Division’s leadership in discussions related AI.
 
Stakeholder Management
Maintain a network of contacts within NATO and with other International Organisations, academia and research institutes in the field of responsible AI. Promote NATO’s work in this regard and stay informed of recent developments and stakeholders’ inputs. Coordinate with other key NATO entities playing leading roles in AI. Interact with national data and AI bodies in Allied countries with the aim to ensure synergy of effort.
 
Knowledge Management
Ensure that all stakeholders of NATO’s data exploitation and AI efforts are kept informed through the preparation of reports, minutes of meetings, briefings and special events. Lead the organization of knowledge sharing sessions on AI for NATO staffs and staffs of national Delegations. Liaise with experts, scientists and industry in Allied and partner countries to facilitate knowledge sharing.
 
Representation of the Organization
Represent the Data and AI Policy Unit at internal and external fora, such as conferences and symposia, as appropriate. Contribute to public information efforts, including by making presentations to visitors to NATO HQ. Support the development of articles, briefings and web stories on projects’ results and outcomes. Organise events, such as conferences, as needed. Perform any other related duty as assigned.
 
4. INTERRELATIONSHIPS
The incumbent reports to the Unit Head, Data and AI Policy Unit in the Innovation, Hybrid and Cyber Division, and works closely with the Innovation Unit, the NATO Military Authorities, NATO’s Digital Staff and the Defence Innovation Accelerator for the North Atlantic (DIANA). S/he will also cooperate with other with other Divisions, the International Military Staff, the Science and Technology Organization, NATO Strategic Commands, the NATO Communications and Information Agency, and national delegations, as necessary.
