We have an opening for a Senior Administrator to support the Office of the Chief Financial Officer (OCFO) in the Workforce Services and Development Group led by the OCFO’s Chief of Staff. This position is in the OCFO within the Operations and Business Directorate.

Pay Range: $163,170 - $199,836 Annually

This is the lowest to highest salary range in good faith we believe would pay for this role at the time of this posting.  An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization. 

You will

  • Provide strategic leadership and oversight of OCFO's business operations and personnel management function, including supervision of the OCFO Workforce Development and Services administrative and operations staff. Oversee directorate administrative budget and forecast staffing levels to ensure appropriate support for mission activities. 
  • Lead and administer hiring, reclassifications, performance management, ranking, leave, telecommuting, and salary administration for all OCFO directorate staff. 
  • Develop and execute administrative, operational, and institutional policies, procedures, methods, and practices in support of OCFO and Laboratory-wide initiatives; assess complex administrative and operational needs across the directorate, and design and implement innovative processes, technologies, and practices to increase effectiveness, efficiency, and consistency.
  • Serve as a member of the OCFO management team, contributing expert knowledge to business and workforce planning, operational issues, and strategic planning activities.
  • Administer and support a variety of internal committees and/or meetings to ensure timely information dissemination on personnel-related policies and issues. Represent the Principal Directorate on institutional committees and working groups.
  • Provide strategic and tactical execution regarding administrative operational issues and synthesize multi-faceted and complex issues and challenges into short and long-term measurable goals, metrics, and deliverables. Contribute to the development and implementation of institutional policies, procedures, and processes that have Laboratory-wide impact. Participate in strategic business model planning for OCFO operations.
  • Act as the primary communications liaison for OCFO, developing and delivering clear, professional messaging—including presentations, announcements, and executive correspondence—that aligns with Lab priorities. Working in partnership with the assigned Human Resources Business Partner, analyze and interpret human resources requirements and guidance to determine optimal courses of action on administrative and personnel matters. Make recommendations to OCFO executive management as appropriate.
  • Perform other duties as assigned.
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's Degree in a related field or equivalent combination of extensive experience and education in a related business, operational and/or organizational area.
  • Extensive supervisory experience with demonstrated leadership and teambuilding skills to effectively build and manage a business and operations support team of non-exempt and exempt staff.
  • Recognized expert in business operations and personnel administration, with advanced analytical and problem-solving skills and a track record of advising senior management on strategic institutional matters. Experience leading and overseeing a variety of cross-organizational and/or integrated projects, including developing responses to internal and external audits, assessments, corrective action items, and high-level inquiries related to OCFO business operations and compliance.
  • Advanced interpersonal, verbal, and written communication skills to explain, negotiate, persuade, and lead staff and management through conflict resolution and change, obtaining agreement and action on complex personnel and business operations issues using in-person and virtual communications tools.
  • Extensive experience interpreting and applying a wide variety of personnel policies and procedures, with broad knowledge of recruiting, hiring, performance management, leave, and staff relations practices, and understanding of HR compliance requirements (including FLSA, ADA, EEO, etc.) including experience using Human Capital Management systems.
  • Advanced administrative, organizational, and time-management skills, including attention to detail, flexibility, and the ability to independently coordinate and prioritize multiple complex work activities with conflicting deadlines, along with expert-level proficiency in Microsoft Excel and related tools for compiling, analyzing, and presenting workforce data through sophisticated spreadsheets, databases, tables, charts, and graphs for senior management and cross-functional teams.
