Job Description: 

Blue Water Thinking is seeking a Nuvolo Senior Programmer to provide leadership, strategic direction, and expertise to Department of Veterans Affairs (VA) Healthcare Technology Management Service Line. The Senior Programmer is responsible for designing, developing, configuring, and maintaining the VA Nuvolo Clinical EAM and OT Security application on the ServiceNow platform. This individual leads programming efforts across the full software development lifecycle — from requirements analysis and configuration through testing, release coverage, and incident remediation — ensuring the enterprise Nuvolo instance operates at or above established service levels. 

 Responsibilities: 

  • Develop and modify Nuvolo/ServiceNow application configurations including web-based applications, client-server components, and OS scripts for process automation.
  • Apply expertise in RDBMS and SQL to support CDW data integration, ETL processes, import scripts, and data interface maintenance.
  • Implement and integrate COTS software and third-party applications (e.g., test equipment manufacturers, IOMT solutions) into the existing Nuvolo architecture.
  • Plan, document, code, modify, test, and implement application changes in accordance with VA Systems Development Methodology and ESM ITSM governance procedures.
  • Provide biweekly release coverage — attending Thursday release windows (7pm–11pm ET) and performing testing, validation, and post-release support as required.
  • Develop and execute test cases within ServiceNow test plans and test suites; coordinate UAT with VA Product Owners and document results.
  • Perform root cause analysis and incident remediation for P1–P4 incidents within SLA timeframes.  
  • Support Operations and Maintenance Epics and Enhancement Epics as prioritized by the HTM Program Office each sprint.
  • Maintain and configure ServiceNow security roles, support groups, and user group access for the Nuvolo User Group.
  • Assist in the development and maintenance of Network Business Rule Mapping reports, data models, and process models.
  • Contribute to sprint planning, daily standups, retrospectives, and Scrum velocity tracking under Agile/Scrum methodology.
  • Ensure all software changes are tested in sub-production environments before migration to production per ESM Release and Deployment processes. 

 Minimum Qualifications:

  • BA/BS degree in Computer Science, Information Technology, Software Engineering, or a related discipline.
  • Minimum 8 years of hands-on experience programming applications.
  • Proficiency in web-based and client-server application development (e.g., JavaScript, Glide scripting, Python, or similar).
  • Strong working knowledge of SQL and relational database design applicable to VA CDW integrations.
  • Experience with COTS software implementation and integration within enterprise IT environments.
  • Familiarity with Agile/Scrum SDLC methodology and ServiceNow platform governance.
  • Ability to provide after-hours support for scheduled releases, upgrades, and Priority 1 incidents. 

 Preferred Qualifications: 

  • ServiceNow Certified System Administrator.
  • ServiceNow Certified Application Developer.
  • Federal Enterprise Architect Certification (FEAC) or equivalent.
  • Experience delivering Nuvolo Clinical EAM and/or OT Security module.
  • Experience with VHA or other federal healthcare agencies.
  • Familiarity with VA CDW, AEMS/MERS, and HTM/Biomedical Engineering operations.
  • Understanding of VISN, VAMC, and HTM department workflows. 

Eligibility: 

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • Must be able to obtain and maintain the required federal public trust clearance for this role. 

Compensation: 

Salary for this position is determined by various factors, including but not limited to, location, the candidate’s particular combination of knowledge, skills, competencies and experience, as well as contract specific affordability and organizational requirements. The proposed salary range for this position is outlined below. 

Salary range: $110,000 - $135,000
