Summary

VillageReach supports the Ministry of Health in its efforts to reduce the burden of vaccine-preventable diseases (VPDs), particularly through a significant reduction in the circulation of type 2 vaccine-derived poliovirus (cVDPV2).

Large pockets of zero-dose and under-immunized children persist across the country, especially in hard-to-reach, conflict-affected, or low-performing areas. Insecurity, population displacement, challenging geography, recurrent outbreaks, and chronic underinvestment in immunization systems all continue to impede equitable access to vaccines. Eastern DRC (North Kivu, South Kivu, Ituri) and certain provinces with persistent gaps in coverage remain among the world’s highest-risk geographies for sustained cVDPV1/2 transmission.

The M&E Senior Officer, working under the supervision of the M&E Manager and in collaboration with REL and Immunization team staff, will play a key role in research activities and data management, and must be skilled in data collection, management, cleaning, analysis and reporting, and motivated by VillageReach's mission to bring healthcare within reach of all.

 

Description

Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time.

·        Work with program team and stakeholders to develop program M&E plan, including design of quantitative and qualitative data collection methods and tools and data management systems

·        Manage routine data collection, cleaning and analysis, which may include visualization and communicating results to stakeholders

·        Facilitate data use for programmatic decision-making and knowledge management

·        Design and implement evaluations at key points in the program’s lifespan

·        Contribute to donor reporting and organizational reporting, including identifying lessons learned from the data and results of program implementation

·        Contribute to M&E sections and indicator development for new business development opportunities.

Supervisory Responsibilities:

Education & Experience:

  • A Bachelor’s degree or higher in public health, international development, information design, statistics or related with a concentration in data visualization, qualitative analysis, monitoring & evaluation, or related field.
  • At least 5 years work experience in a similar position and in the field of technology in global health or international development.
  • Experience in data analytics /monitoring and evaluation in the context of public health and immunization.
  • Experience in Project/Program management: Familiar with program and project management principles and strategies including defining indicators and monitoring indicators against targets and conducting data quality assurance (DQA) reviews.
  • Advanced experience using Tableau. Experience using advanced Microsoft Excel, Power BI, VBA a plus.
  • Proficient in Microsoft Office (Word, PowerPoint, and especially Excel) and comfortable with digital data collection tools (KoboCollect, CsPro, Survey CTO, Open Data Kit, CommCare,…).
  • Demonstrated experience in the use of secondary data (DHIS2, Infomed, DHS Program).
  • Ability to synthesize and deliver information to diverse audiences in a clear and concise way. Write reports and proposals for the Ministry of Health and donors.
  • Exceptional ability to analyze multiple data sources to identify data trends and provide recommendations on project implementation.

  • English and French language skills required.
  • Strong communication and cross-cultural management skills including experience with government officials.

Environment and Physical Demands:

VillageReach employees typically work in a shared, open environment with task and conference rooms accessible to employees for privacy and meetings. The noise level in the work environment is usually quiet. Due to the time zone differences across our USA, Kenya and Country Offices and location of other global staff, we have established core collaboration hours between 6am Pacific Time and 18:00 South Africa Time (GMT+1) Monday through Thursday. All staff, regardless of location are expected to be available between these hours. During Daylight Savings Time, this allows for 12 hours per week (3 hours/day) of collaboration time and during Standard Time, 8 hours (2 hours/day). We do not hold cross-office meetings on Friday.
