Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities
- Operate and maintain Microsoft Power Platform (Power Apps, Power Automate, PowerBi) including licensing and DLP policies;
- Manage Power BI, data gateway configuration, capacity planning, and dataset refresh scheduling;
- Manage Power Platform environments, including provisioning, configuration, and lifecycle management;
- Monitor platform health, capacity usage, performance, and service availability;
- Maintain compliance and security settings in alignment with corporate policies and Microsoft best practices.
- Act as Tier 2/3 support for end-user incidents and service requests related to Microsoft Power Platform (Power Apps, Power Automate, PowerBi) services.
- Troubleshoot complex issues, perform root cause analysis, and coordinate with cloud providers when required.
- Maintain comprehensive documentation for Microsoft 365 Modern Workplace processes, configurations, and workflows;
- Implement and manage governance controls to ensure compliance with organizational standards;
- Ensure compliance with internal security, data protection, and regulatory requirements.
- Enforce governance policies, including DLP policies, security roles, tenant settings, and environment controls.
- Conduct regular audits and reviews of access controls and permissions.
- Support business users and citizen developers with operational guidance and best practices.
- Handle service requests such as environment access, workspace creation, and app/report publishing.
- Maintain operational documentation, runbooks, and knowledge base articles.
- Collaborate with service managers and stakeholders to meet SLAs and KPIs.
Essential Skills, Experience and Certifications
- At least 5 years of recent, hands-on experience in supporting Microsoft 365 environments.
- A minimum of 3 years hands-on experience with Power Apps development, Power Automate workflows, and environment governance.
- Minimum 3 years of recent hands-on experience with Power BI, including dataset modelling, DAX, gateway configuration, and workspace administration.
- Minimum 1 year of recent hands-on experience with Microsoft Fabric architecture, workloads, and integration with Power BI.
- Minimum 3 years of recent hands-on experience with Microsoft 365 security, compliance centre, and identity & access management (Entra ID).
- Strong analytical skills to assess and improve Modern Workplace processes and workflows;
- Ability to troubleshoot complex Microsoft 365 issues and implement effective solutions.
- Understanding of security best practices and compliance requirements related to Microsoft 365 services;
- Experience conducting audits and ensuring adherence to regulatory standards.
- Excellent communication skills to effectively collaborate with IT teams, stakeholders, and end-users;
- Ability to document processes clearly and provide training on Microsoft 365 Services.
- Strong organizational skills to manage multiple tasks and priorities effectively;
- Attention to detail in managing user accounts, groups, and access controls.
- Ability to work effectively as part of a team and share knowledge and resources;
- Willingness to collaborate with colleagues to solve complex issues.
- The Contractor has strong customer relationship skills, including negotiating complex and sensitive situations under pressure;

- Full proficiency in the English language. French language proficiency is of advantage.
